North Delhi Municipal Corporation aims to be debt-free soon

In a bid to make North Delhi Municipal Corporation a self-sufficient civic body, the chairperson of standing committee, North Delhi Municipal Corporation Veena Virmani on Wednesday tabled the revised budget estimates of 2018-19 and budget estimates for the year 2019-20. The budget with estimated total income of Rs 8,058 crores against Rs 8,258 crores as expenditure was tabled by standing committee chairperson Veena Virmani.

The Budget focused on increasing the income sources for the biggest corporation in Delhi in terms of square kilometers covered. The civic agency since its inception has been dealing with debts and is usually at logger heads with the state government for non-availability of funds.

However, this year, the chairperson Veena Virmani claimed that the budget proposed this year is the one that will guide the civic body towards being self-sufficient. For the purpose the civic body has decided to add new sources of income. 

One of the biggest source that Virmani highlighted was the decision to develop Old Delhi’s iconic Town Hall as a heritage hotel, which according to Virmani, will fetch approximately Rs2 crore per month. Situated in the heart of Delhi, town hall was once used as seating house for Municipal Corporation of Delhi, until 2010 when the civic centre was formally inaugurated. 

Apart of Town Hall, the cup and saucer and municipal flats at Minto Road will also be developed into a commercial complex, while the staff colonies at Azadpur and Model Town will also be redeveloped into residential and commercial projects.

According to the proposed plan the redevelopment will allow the localities to have 2600 residential flats each with under ground parking space for six thousands cars. The Azadpur project will bring the bigger chunk for the North MCD, as it will be home to a 13 floor commercial project, with facilities of banquet and Multiplex.

The corporation will also be constructing a multilevel parking at Qutub Road, the construction will be done through public private partnership (PPP) module and is expected to bring good revenue for the civic body. The civic body has also proposed to club parks and parkings.

SECTORS TO BENEFIT

TOY BANKS 

The corporation has decided to come up with toy banks in its schools, where the civic body will build a room with toys in it so that the poor children who have been deprived of toys due to financial constraints can avail the benefit.  The corporation will also be starting a special training for children who had missed some classes for any reason. This will help them study according to their age

ADDRESSING STRAY DOG ISSUE 

The corporation has recently constructed two new sterilisation centres in North Delhi and the civic body is expecting to bring up number of dogs sterilised per month to 3,000 from 1,600 dogs which were operated earlier. The chairperson of standing committee also announced that the aggressive dogs will be transferred to a rehab centre

CHARGING STATIONS FOR E-RICKSHAWS

Commenting about the poor state of the e-rickshaw drivers in the capital, the chairperson Virmani has proposed to come up with charging stations at the parking places in its jurisdiction. The move is set to bring revenues for the authorities and will also help the e-rickshaw owners to get proper facilities at these stations. The corporation is also expecting to see more e-rickshaws being registered

COUNCILLOR TO GET BIGGER POCKETS

For the next financial year, the corporation has clubbed ward development fund provision, which will allow the councillors to better manage development projects in their wards. Earlier, the councillors were allotted funds according to the department. For instance, if a councillor had Rs 100 as ward development fund then he was restricted to spend it according to allocation specified by the MCD. But now, the councillor has to spend money according to the need of the ward
