Noida Authority cracks down on 'ghost' employees, removes 420 guards

An internal probe revealed there are 4,700 contract ghost employees. The Authority promised to take action against all of them, and started with the guards.

An internal probe by the Noida Authority has found that there are 4,700 employees who do not exist except on paper.

The probe was ordered by Noida Authority CEO, Amit Mohan Prasad, after a DNA report in April revealed that there were 4,700 ghost employees drawing salaries. The amount came to Rs 6 crore per month.

"We will check the credentials of both contract employees and manpower supplying agencies. I have also directed that all employees must open Aadhaar-linked bank accounts," Prasad said.

The employees currently under probe include carpenters, drivers, electricians, gardeners, plumbers and security guards. Talking to DNA, Prasad said that action had been initiated, starting with security guards. He promised that then action would be taken against employees in other departments.

The Authority has 800 guards and Prasad has ordered the removal of 420 security guards, or just over half the total. Sources say the current spending on 800 security guards is around two and a half crore rupees per month, and with the 380 guards it will only be Rs 1 crore in salaries. This will be a savings of Rs 1.5 crore per month.

Prasad said the Authority's team will conduct regular inspections to check to check whether other employees, drawing salaries, were physically present on duty or not. Stringent action will be taken against guilty contract employees or agencies, he added.

Authority officials have frequently been accused of not doing enough to crack down on ghost employees. Last year allegations of "fake" payments made to contract employees and agencies came up.

Former Noida Authority Chairman and CEO Rama Raman, on March 29, 2016, had then ordered a probe to identify the number of staffers appointed in different departments, payments made to manpower sourcing agencies, the process of hiring agencies and manpower, and the credentials of the placement agencies, including their registered addresses, etc.

The Authority's former deputy CEO Saumya Srivastav was appointed to lead the probe. But no action had been taken against ghost employees.
