No proposal to supply bags in civic schools: Govt to HC

The Delhi government has told the High Court that they don't have any proposal to supply school bags or give cash in lieu of bags, in addition to textbooks and stationery, as the Right of Education (RTE) Act does not states any provision of providing a to provide bags.

"There is no proposal to supply school bags or cash in lieu of bag, in addition to text books, writing material and cash subsidy for uniform since the Right to Education Act (RTE), nowhere envisages any provision for supply of such school bags", the Delhi government has said in an affidavit filed in the High Court.

The reply comes after a petition was filed in the High Court by a student alleging that he did not receive writing material even after he got textbooks and uniforms under Rule 8 of Delhi Right of Children to Free and Compulsory Education Rules, 2011.

According to this clause, a child attending a school of the government or local authority is entitled to free textbooks, writing material and uniform.

The court had rapped the government and sought a reply from the Aam Aadmi Party-led government to file an affidavit to provide school bags to 16 lakh students studying in the government and civic-run schools.

The government, in its reply, stated that it is striving hard towards increasing access to education across the capital. The reply also mentioned that new schools have been opened, additional classrooms have been constructed in existing schools and facilities are being upgraded in the government schools to improve the overall ambience in the schools.

The petition, which was filed through Advocate Ashok Agarwal, had also asked the court to direct the Delhi government to give the sanctioned amount for books, writing material and uniform starting from April 1 at the beginning of the new session for the students.

The reply also mentioned that the government is supplying complete set of text books, cash for writing material and cash in lieu of uniforms at increased rates from the academic year 2017-18.

Earlier, the municipal corporations has said that they area ready to provide the bags if they are provided funds by the Delhi government.
