LG to focus on education in his maiden budget speech

Baijal has decided to sidestep controversial projects such as Mohalla Sabha and Mohalla Clinic, both AAP govt's flagship plans; five-day session begins Monday

Education would be the highlight of Lieutenant Governor (LG) Anil Baijal's maiden budget speech in the Delhi Assembly. The five-day session begins Monday.

Interestingly, in his 47-point speech for the House, the LG has decided to sidestep controversial projects such as Mohalla Sabha and Mohalla Clinic, which the Arvind Kejriwal-led Aam Aadmi Party (AAP) government hails as its flagship projects.

According to top sources, Baijal will open his speech by expressing support for the Delhi government's freebies for Delhiites -- 20,000 litres free water and 50 per cent subsidy on monthly power consumption of up to 400 units. It will be followed by appreciation for Deputy Chief Minister Manish Sisodia's remarkable achievements in the education sector. The speech will also mention inclusive development plans, while highlighting that Class X and XII students have done very well.

Construction of 14 school buildings and 8,000 new classrooms in 2016-2017, and plans to build five new schools would be the main points in LG's speech," sources told DNA. He will also point out AAP government's Chunauti 2018, wherein the entire school machinery has been roped in to meet "100 per cent Ability to Read" target set by Sisodia.

Most importantly, the LG will stress upon sports coaching and summer camps in 500 schools and the issue of regulating arbitrary fee regime. Sources said Baijal was very enthusiastic about the Delhi government move to open various web portals for students to apply online. He is also likely to highlight various infrastructural works carried out in Ambedkar University, Maharshi Valmiki College of Education, and Non-Collegiate Women's Centres. He is also impressed with the start-up centres and skill development centres developed by AAP government.

Baijal, however, seems unimpressed with the Health Department headed by Satyendra Jain, who is currently facing Income Tax probe, and whose land worth Rs 33 crore has been attached. Nevertheless, he is planning to talk about the state government's plan to provide dialysis for poor patients under public-private partnership and to set up a modern control room to regulate ambulance services, sources said. He will also talk about the government's plan to add 10,000 more hospital beds in the city.

Sources further said Baijal was satisfied with the Social Welfare Department's various schemes for the poor and also the Labour Department's initiative to increase minimum wages. He will also highlight the development of 197 night shelters and will announce the state government initiative to set up skill development centres for the homeless.

He will also announce the Delhi Jal Board (DJB) achievement to get 900 mgd water and a new fleet of stainless water tankers. Sources said the LG is happy to take note of the government scheme of reducing water and sewer charges and the augmentation of water disposal swage treatment plants. He will also talk about improvement of waste disposal in Yamuna River by setting up new sewerage treatment plants.

On the issue of women security, the LG is content with the deployment of home guards and women security guards in Delhi Transport Corporation (DTC) buses. To sum up his speech, LG has planned to mention measures taken by the state government to reduce air pollution.
