Homeo body chief's custody extended

A court on Friday extended the judicial custody of Ramjee Singh, President of Central Council of Homeopathy (CCH) and Harishankar Jha, Assistant Director (Homeopathy), Indian Systems of Medicine and Homeopathy (AYUSH) Health and Family Welfare department, Government of Gujarat who were arrested over a week ago on charges of illegal gratification.

Counsel for the Central Bureau of Investigation (CBI) submitted that several incriminating documents were recovered during searches that needed to be scrutinised following which Special CBI Judge (PC Act) Parveen Singh granted extension of custody till November 11.

According to the First Information Report (FIR), the CBI got a tip-off that Singh, a president with the CCH – a statutory body under the department of AYUSH, Ministry of Health and Welfare had demanded bribe to sign off on an inspection report approving the setting of a new Homeopathy college in Rajkot.

As per provisions of "Establishment of New Medical College Regulation 2011," anyone who intends to establish a new homeopathy college is required to submit an application to the secretary, AYUSH, post which an inspection is conducted by a team constituted by the CCH. Following the inspection, the General Body then issues a Letter of Intent/Letter of Permission based on the recommendations of an Executive Committee.

The CBI alleged that Danish Patel, one of the trustees and Vice-President of R K University – who had applied for permission, was in regular touch with Singh and Jha to get a favourable inspection report. The inspection was conducted on September 29, by a team instituted by Singh. Accordingly, the CBI alleged that Patel paid Rs 1 lakh to Dr Rahul Srivastava and Rs 25,000 each to two other inspectors. Singh allegedly demanded Rs 20 lakh to pass the final report.
