HC seeks reply on shelter homes from Delhi govt

As per statistics, around 34,263 people have died on Delhi streets between 2004 and 2015

The Delhi High Court (HC) has sought a reply from Delhi government with four week on providing shelter homes to people. The HC pointed out that more than 30,000 people have died on the streets of Delhi between 2004 and 2015, and want to know what steps the state government has taken to reduce fatalities.

The petitioner Sugreev Dubey, who is also social worker, had filed a petition alleging that 34,263 deaths bodies have been found in the last 11 years. Around 140 dead bodies were found on the streets from January 1 to 18, 2016 because the people came from unmanaged shelter homes. He also alleged that around 400 deaths have taken place between March 2016 to April 2016 as they were not given shelter.

In his petition he submitted mentioned that children below the age of 15, both male and female, are given shelter with the adults and there are chances that they might be sexually exploited by these adults who come in inebriated state.

He also alleged in his plea that there is no supervision by the authorities in these shelters.

"The women and children who are taken into custody while sleeping on the footpath of the city are taken to different shelters but they are not given independent shelters to sleep fearlessly and comfortably," Dubey said in his petition.

He cited several cases in which women and children are sexually exploited by the drunkards but no action was taken by the authorities. He claimed that with the change of season the temperature in the subway Pota cabins, where around 2,000 people are residing with no separate cabin for minor girls, boys and helpless ladies, rises by 47 per cent. These bad elements take refuge at these places and even remove the clothes of the women and girls residing there, thus torturing the girl. Reminding a clause of the National Urban Livelihood Scheme for shelters for the Urban Homeless persons— like young girls and helpless women, one woman or girl requires 50 square feet space.

MASTER PLAN

The petitioner pointed out that according to the Master Plan 2021, 19,37,520 square ft space is required for homeless people in Delhi but there is only 2,44,507 square ft available which is insufficient for these people.
