Give self-defence training to girls in schools, High Court directs state

The court gave the suggestions while hearing a public interest litigation (PIL) filed after the December 16, 2012, gang rape of physiotherapy intern in a moving bus in Delhi.

In a bid to make girl students self-reliant, the Delhi High Court (HC) has directed the state government to start self-defence training for them in schools.

"As a preventive precautionary measure, start self-defense classes so as to arm and strengthen girls and ensure their self-protection. This should include all techniques, exclusively taught to them on a priority basis,"a Bench of Justices S Ravindra Bhat and Yogesh Khanna stated. "The Delhi government said the programme will be launched as soon as possible, may be in the coming few months," the Bench added.

The court gave the suggestions while hearing a public interest litigation (PIL) filed after the December 16, 2012, gang rape of physiotherapy intern in a moving bus in Delhi. The court also asked the Delhi government to look into the feasibility of integrating such training into the curriculum of girl students. It said there were several self-defence techniques that were "easily doable" and could be "handy"in "immobilising" attackers.

"The Delhi Education Minister has said the training will start in schools soon," Senior Standing Counsel for the Delhi government, Rahul Mehra, said. He also submitted that the Delhi Police were already imparting such training to women and girls in various colonies of the city. Delhi Commission for Women (DCW) Chairperson Swati Maliwal, however, said the police did not have enough trainers available.

Thereafter, the court suggested including volunteers and trainers from the society as well as the defence and paramilitary forces for the plan.

Earlier, a similar initiative was undertaken by the All India Institute for Medical Sciences (AIIMS) and the Lok Nayak Hospital, which are providing self-defence training to its residence doctors in the backdrop of recent attacks on them by relatives of patients.
