The Ministry of Home Affairs has asked Delhi Police to get a reality check on the gender sensitising programmes they have launched for its staff in wake of rising crimes against women.

In a recent review meeting, Union Home Secretary Rajiv Gauba directed the Delhi Police Commissioner Amulya Patnaik to put in place a mechanism to assess the impact of these programmes that are meant to make cops more sensitive towards complaints of sexual harassment and sexual abuse against women.

The decision has been made after it was reviewed that currently there is no such system in place.

Union Home Secretary Rajiv Gauba asked the Delhi Police to validate the impact of such training programmes through formal and informal public feedback. "The Home Secretary directed the Delhi Police to expand the system of taking automated feedback to other services of the Delhi Police and also publish the results of the same," stated the minutes of the review meeting which were accessed by DNA. The meeting was held last month.

The Home Secretary asked the Delhi Police to get a public feedback and make a realistic assessment of their programmes. Not just women but even transgenders after the Supreme Court judgement decriminalising homosexuality face harassment by the cops.

A transgender who was robbed and sexually assaulted stated that when she had approached the Station House Officer (SHO) of a police station in Central Delhi for the registration of an FIR was first questioned by the SHO for the kind of clothes she was wearing.

"First the police officials made me wander around from one room to the other until I finally reached the SHO's room. He asked me to stay away from the table and speak which made me feel like an untouchable. I kept my calm. He later inquired about the kind of clothes I was wearing. One of the accused who had come to my house was being brought to the police station and I identified him. His associates were also arrested later," she said.

The Special Commissioner of Police (Crime) Satish Golcha in the review meeting informed the Union Home Secretary that the automated feedback on complainant's experience is taken on certain issues such as the Police Control Room (PCR). The Union Home Secretary directed the Delhi Police to expand the system of taking automated feedback to other services of the Delhi Police and also publish the results of the same. The Delhi Police Commissioner Amulya Patnaik however assured to get an automated system in place for various services of the Delhi Police.
