To deal with communal tensions regarding the recovery of cow carcasses, the Gautam Budh Nagar administration in Greater Noida devised a system to deal with the recovery of cow carcasses. In a meeting, post the Mohammed Akhlaq incident, involving the pradhans (headmen) of several villages, the district magistrate of the area NP Singh announced a scheme whereby a record would be kept of cattle, especially cow purchase and the disposal of cow carcasses. However, several months down little action has been taken in this regard. When asked to comment on the same, Gautam Budh Nagar district magistrate Brajesh Narayan Singh told DNA, "I will have to check why the decision taken earlier to maintain record of cows, is not being practiced. I will soon hold a meeting on the issue and ensure necessary action to maintain peace and harmony in the area."

Sources told DNA that record keeping was the need of the hour as post the Akhlaq incident, locals had been seen thrashing people travelling with cows or carcasses, which had triggered tension in the area. "To deal with the situation, the administration had decided that in each village a committee had to be formed for the disposal of animals. The animal owner, village head, village development officer, contractor for disposal of animal and local police station in-charge was supposed to be a member of the committee. It was also planned to keep record of sales and purchase," a senior government official told DNA, requesting anonymity.

He added, "After being verified as dead, the animal's owner is supposed to hand over the animal to the village headman. Picture of the animal is then supposed to be clicked and proper details are to be maintained in the records and after standard procedure the contractor is then allowed to dispose off the animal."

Already, attempts to disturb communal harmony in Bisada and the neighbouring areas have begun. Tensions had erupted after a dead calf was recovered from in Kudi Kheda village in Badalpur police station area. Badalpur is the home village of BSP supremo Mayawati. Also, following the Bisada incident, cow carcasses were recovered from Chithera village in Greater Noida.
