While the rest of the Capital is crackling under the blistering sun and most people are busy buying air conditioners and coolers, the management of district courts is thinking ahead. The courts have approached the state government to procure heat convectors.

In a letter sent to the Principal secretary of the Department of Law, Delhi government on April 24, the management of district courts asked for the approval to procure 674 heat convectors, worth Rs 20 lakh, by July this year. The courts had written a letter in this regard in March as well, but the state government's Finance Department had declined the request at the time, stating that the winter season had already ended.

Apprehensive about further delay in the process, the district courts have now sent a letter to the Principal Secretary, urging him to consider the demand on an urgent basis. The letter, accessed by DNA, stated: "With reference to the letter dated March 15, it was conveyed that the proposal was referred to the Finance Department. After examining the matter, the Finance Department has opined that the peak winter is almost over and returned the proposal with the advice to resubmit the same in the next season."

The letter further pointed that the district courts want the process to be completed soon. The letter further stated: "After receiving the sanction from the Finance Department, the process to purchase heat convector through e-tender will also be time consuming. Normally, two to three months are required to complete all the codal formalities as per the General Finance Rules, 2005."

The distrct courts, therefore, requested that the "requisite administrative approval" and expenditure sanction may be accorded in the current financial year, preferably by July, so that the purchase could be made before the winter season.

The letter stated: "It is requested to take up the matter with the Finance Department of the government of the National Capital Territiory (NCT) of Delhi to obtain the relaxation in norms of economy ban and administrative approval and the expenditure sanction of Rs 2,022,000 and VAT towards purchase of 674 heat covectors for use of district courts, Delhi, for the current financial year."
