Delhi top cop carries out 'surgical strike', transfers 1,600 policemen

Observing lower rank personnel in Delhi Police having been deployed at the same location for the last several years, even decades, due to a flouting transfer policy, Delhi Commissioner of Police Amulya Patnaik has ordered the transfer of around 1,600 personnel to various departments. Sources in police headquarters stated that it is one of the longest transfer lists so far in the force.

Adding to this, a separate transfer list of senior officers is also being prepared by the Police Commissioner. In this list many districts of deputy Commissioners and additional deputy commissioners of police will be removed. Also, special commissioners of police level officers are likely to be transferred, while heads for two prime departments Crime Branch and Special Cell are likely to be appointed.

Sources said the Commissioner of Police is waiting for the Joint Cadre Authority (JCA) meeting scheduled this month before making the changes. For lower rank officials in the force, Patnaik has made clear that who has served one place for more than five years will be transferred. He has planned to carry out more mass-level transfers in the force than his predecessor Alok Kumar Verma (who currently is the CBI director) promoted more than 25,000 Delhi police personnel.

The promoted personnel were mostly of the ranks of Head Constables and Constables. It is also pertinent to mention that Verma, in one year, carried out massive transfers within the force. But many were left behind.

Sources said that despite the promotions given by Verma, the lower rank officials had not been transferred with the result that a Head Constable was still doing the job of a Constable.

"Promotions at such a large level was carried out, but these officials were not transferred. So the Commissioner has recently decided to carry out the transfers of these officials. Whether all 25,000 personnel will be reshuffled, is still a matter being looked at by the commissioner," said the source.
