Delhi police ropes in advisor for tech overhaul

Our focus will be on research policing and making the best use of the technology to curb crime, says Mohapatra

The idea of Delhi Police to have a Chief Technology Advisor aims at combating crime and criminals by using technology. It is pertinent to mention that it was the Lieutenant Governor's vision, because of which he had asked the Delhi police to prepare their vision for the next decade on how technology can be involved in policing.

Speaking to DNA, Associate Professor Amar Kumar Mohapatra, who is on a deputation for three years with Delhi police, talks about his aim of research policing, use of technology to curb cyber crime and research on new modus operandis adopted by the criminals.

Mohapatra, who was Head of Department for Information Security at the Indira Gandhi Technical University, joined the Delhi police on January 1, 2018. An expert in Information Security, Mohapatra will utilise his skills for enhanced cyber security. "Delhi Police is a well structured institution and I am really looking forward to working with them. Our focus will be on research policing and making the best use of the technology to curb crime in the national capital," he said.

The Delhi police, in 2018, further aims to enhance their cyber cell and focus on predictive rather than reactive policing. MM Oberoi, Special Commissioner of Police, Special Cell stated that with the fast pace of technology, criminals are also adopting new modus operandis. Bitcoin is a new way by which criminals are luring people and cheating them. Such things require the police also to match the pace of criminals. "The role and purpose of the Chief Technology Advisor is to understand and analyse the impact of technology in policing; both negative and positive. Whether it's criminals against cops or cops against criminals -- it is important to understand both," said Oberoi.

The Delhi police aims at building a technology radar. The fast pace in which technology is changing and its implications on law enforcement agencies needs to be understood. There is a need to counter the use of technology by the criminals for better and advanced policing. The LG's vision aimed at Delhi police preparing their vision over a decade, which was then brought down to three years. Out of this, this year is in prime focus.

The need for research policing is not just for better policing but also for policy building -- to search for better solutions, in depth research, to create a virtual bridge between policing problems and also research on finding proper solutions.
