Delhi police ignored intel alert on Ramjas clashes

The Delhi police had intelligence inputs that members of Akhil Bharatiya Vidyarthi Parishad (ABVP) will attack students of Left-inclined organisations, particularly Kanhaiya Kumar, Umar Khalid and Anirban Bhattacharya, but they ignored the alert when Khalid was at Ramjas College to give a lecture.

The intelligence unit of the Delhi police had warned of a clash. However, not enough police force was deployed on the campus on Tuesday and Wednesday when Khaild reached Delhi University.

Earlier this month, the Special Branch, in its report (accessed by DNA) to top officers, had alerted: "Threats to life persist to... Kanhaiya, Umar and Anirban. Supporters of Kanhaiya, Umar and Anirban and Left-inclined students' organisations and some political parties may protest. ABVP and other right-wing organisations, including members of some political parties, may oppose them. In this regard, the Hon'ble Supreme Court of India has directed to ensure safety and security of these people."

The police also stated that all precautionary measures should be taken during the court proceedings as well as outside. "Keeping the overall situation in view and past incidents ..it is informed that all precautionary measures be taken for the safety of Kanhaiya Kumar and others during their day-to-day movement inside JNU or at other places..."

But the Delhi police ignored these warnings and it led to violent clashes between the members of Akhil Bharatiya Vidyarthi Parishad (ABVP) and All India Students Association (AISA) on Wednesday. Khalid was booked under sedition charges last year for alleged anti-India sloganeering in JNU, along with other students, at an event in memory of Parliament attacks convict Afzal Guru.

Khalid is out on bail and was invited to give a lecture at Ramjas College on the 'Culture of Protest' on Tuesday. This was opposed by ABVP students and a clash took place the next day. This is precisely what intelligence inputs had warned about.

Students of Jawaharlal Nehru University and Delhi University protested in the capital against the police "high handedness" and attack on college students, teachers and journalists, demanding immediate action against ABVP members and the police.

In a bid to pacify the enraged students, Police Commissioner Amulya Patnaik suspended two constables -- Vinod and Sachin - and head constable Ragunath later in the day. But AISA was not happy with the assurances given by police officers and announced nationwide demonstrations.

The students protested again. Kawalpreet Kaur, AISA Delhi president, told DNA: "We met the Joint Commissioner who shamefully denied us our right to get the FIR filed and told us to be satisfied with the police version. We just want to say that we will not agree to the police narrative/FIR of the incident...We will intensify our protests and campaign in every college about what transpired in our campus."

Journalists were attacked outside the Maurice Nagar police station while they were taking pictures and recording the visuals of policemen dragging girl students into police vehicles.

No anti-India slogans will be allowed in the name of freedom of speech. Freedom of expression in the country does not give anyone the right to make college campuses hub of anti-national activity.
