A 38-year-old serial rapist was arrested from Delhi's New Ashok Nagar for targeting minors girls aged between seven and 11 years on Saturday. He has so far targeted around 20 minor girls in three states -- Delhi, Uttar Pradesh and Uttarakhand -- and the police have identified eight cases.

The accused, Sunil Rastogi, used to come from UP to Delhi by train and look for lone minor girls, kidnap and take them to under-construction buildings or isolated locations, rape them and flee the city. Rastogi has been booked under three cases of rape under Sections 376/506 of the Indian Penal Code and various sections of the Protection of Children Against Sexual Offences (POCSO) Act.

In December, a case of abduction and rape was registered in East Delhi. On January 1, two other complaints were registered with the New Ashok Nagar police station of two minor girls being lured by a man to the stairs of an isolated building but fled when the girls cried for help. "We learnt that the modus operandi was the same in both the cases," said Deputy Commissioner of Police Ombir Singh.

The police checked the records of all the accused involved in sexually assaulting minors, released from jails across India. Then they checked the closed circuit television footage of the area where the accused tried to rape two girls. "We matched the picture with the footage in the database of all the accused booked under POCSO in jails across the country. The picture matched as he had been booked in one of the cases in Haldwani jail last year," said an officer. He was again spotted in New Ashok Nagar, from where he was nabbed.

"It was found that in all cases, the victims were 7-11 years of age," said a senior police officer. In all cases, the accused would target minor girls commuting between home and school.
"Rastogi would deceive the victims by telling them that their parents had sent them food and clothes. He would then take them to an isolated place and sexually assault them," the officer said.

Rastogi had come down to Delhi in 1990 and used to work as a tailor. He has committed the rape not only in the capital, but in UP and Uttarakhand as well, said police.

Interestingly, the accused was arrested in a case of POCSO Act and was in Haldwani jail for six months, but got bail in February 2016.

During questioning, the accused said that he left Delhi in 2004 but kept coming to the city to commit these crimes. "He used to come to Ghaziabad by Sampark Kranti train from Rudrapur, and from there would go to Delhi," the official said.

There are also NDPS, narcotics drug and psychotropic substances cases against him.
