Delhi: Move to scrap vehicles stuck

The Aam Aadmi Party (AAP) government's 'Delhi Scrapping of Vehicles Rules, 2018' policy proposal to phase out all private vehicles older than 15 years has hit a roadblock, as the law department is "re-examining" the draft. The file, which was sent to the law department for approval this February, is lying with the law secretary, sources said.

It is important to approve the policy, aimed to be notified by the year-end, soon as it would affect 37 lakh vehicles in the city. Delhi has over one crore vehicles registered.

Once vetted by the law department, the policy will be put in the public domain for objections/suggestions on the same. The proposal prepared by the transport department was sent back to it last month for making the draft 'concise'.

"The draft was revised and sent back to the law department soon after. However, we are still awaiting their word on it," sources said.

The proposed policy aims to make the Capital the first in the country to have an "end of vehicle life" policy.

If notified, all such vehicles, including two-wheelers, would be impounded and sent for dismantling to empanelled scrap dealers in the city from next year.

The proposal was drafted in order to implement a 2014 order of the National Green Tribunal (NGT), which directed that vehicles older than 15 years neither be allowed to ply on roads nor to be parked in public spaces.

The policy provides for a scrapping charge to be paid to the owners, which is yet to be defined.

The Delhi government also plans to tie up with a Kolkata-based public sector undertaking (PSU) — MSTC — to sell, dismantle and recycle junk vehicles to free up crucial road space.

The department had sent a file regarding the signing of a formal agreement with the company to Transport Minister Kailash Gahlot on April 19.

"The file has been sent and we are awaiting the ministry's approval. An agreement to this effect is ready," a senior officer said.

Once the tie-up is in place, the company will be responsible for dismantling, recycling and auctioning of junk, abandoned, accidental, impounded and unclaimed vehicles in the city.
