Delhi government puts timeline for projects, onus on bureaucrats

The AAP-led government has provided a timeline for all the important projects starting from the planning phase to completion

The Delhi government, for the first time, has included a detailed timeline of the important projects and schemes proposed in the finance budget 2018-2019. With the move, the government has once again put the onus of completing the projects on the bureaucrats.

While addressing the budget speech on Thursday, Chief Minister Arvind Kejriwal said that for every project, he will be questioning the Chief Secretary for the delay. The decision, however, has not gone well with the bureaucrats who are already at loggerheads with the AAP government.

As per the plan, the AAP-led government has provided a timeline for all the important projects starting from the planning phase to completion."The ministers are accountable to the Assembly and not the bureaucrats. If anything needs to be done, it has to be done in coordination. In any democratic set-up, political executive and the administrative officers have to work together for the welfare of the society," said a senior officer from the Delhi government.

For instance, the government has prepared a timeline of electric buses, according to which 1,000 electric buses will be plying on Delhi roads from March 19. "This is not the first time that a timeline for any project has been prepared. But, by making it public in the budget speech, the finance minister has taken the responsibility on himself. Also, there are many unforeseen circumstances due to which the tendering or other process gets delayed. How would they deal with it then?' said another senior officer.

With Delhi already hoping to face the by-elections, the timeline decided by the government might get affected, as per the officers. "If the dates for by-elections will be declared, there will be a code of conduct for around 1 month. No officer of any government representative will be able to do the work as provided in the timeline," said another senior officer.
