Delhi government failed to frame, notify rules for food security act: LoP Vijender Gupta

NFSA guarantees provision of subsidised ration through the Public Distribution System to about two-thirds of the nation's population for which the state governments

Leader of Opposition, Vijender Gupta alleged that the Aam Aadmi Party-led (AAP) Delhi government has failed to frame and notify rules for implementing the National Food Security Act (NFSA) even five years after it was enacted.

NFSA guarantees provision of subsidised ration through the Public Distribution System to about two-thirds of the nation's population for which the state governments are supposed to frame and notify rules and implement them.

"There is no legal backing for guidelines made by the Delhi government as it has not framed and promulgated rules to ensure accountability, transparency and to establish Grievance Redressal Mechanism. National Food Security Act has provisions for the setting of State Food Commission and for the appointment of District Grievance Redressal Officers. The law also requires mandatory, periodic social audits to ensure accountability," Gupta alleged.

The Delhi High Court had directed the state government a year ago to implement provisions of the Act in a time-bound manner by framing rules and notifying them. Gupta further demanded that the Delhi government should take all possible steps to implement the Act in accordance with the directions of the High Court so that no poor and needy person starves.

"No deserving and eligible person is deprived of ration. Referring to the distressing incident of death due to starvation of three children in Mandavi area of Delhi(sic)," he said.

An NGO named Rozi Roti Adhikar Abhiyaan had raised the issue in the High Court by filing a petition that slum dwellers were not being provided cheap ration despite being eligible for the same. Only last Friday had the High Court noted that despite the directions issued by it last year, the government has not complied with the directions and provisions of National Food Security Act have not been put in place.
