Delhi cops bust fake marksheet, degree scam, 6 held

Over 20,000 job aspirants were given forged documents to help obtain government and overseas jobs

The Delhi Police have arrested six persons and busted a massive forged marksheet and degree scam. Police officials said that such fake documents were provided to over 20,000 government job aspirants and through them, many of the applicants obtained Indian passports and procured overseas jobs.

Currently, many of them are employed in various government departments in the UP Police, railways, post offices, army, and paramilitary.

The accused have been identified as Parshant Solanki (22), Baljeet Singh alias Raju alias Ballu (24), Altaaf Raja (22), Lakshya Rathore alias Amit (24), Ramdev Sharma (65), and Shiv Prasad Pandey (65).

According to police, in the year 2012 alone, more than 5,000 candidates were given such fake marksheets, who used them to procure various state facilities.

Nupur Prasad, DCP Shahadra, who led the investigations, said, "The network of this gang is spread all over India and the possibility of connivance of the officials from various state education departments and other government departments cannot be ruled out. Investigation on these aspects is also going on and it may unveil the role of various government officials and machinaries in the scam."

"The matter came to fore on September 11, 2017, when a complaint regarding fake marksheet issued by the Board of Higher Secondary Education, Delhi, was received. When police verified the marksheet from the Ministry of Human Resources Development as well as the Education Department of the GNCT, it was found that the board is fake and thus the marksheet issued from this board is also invalid. During investigations, it was found that one Parshant Solanki had given the fake marksheet to the complainant. Solanki was nabbed with the help of technical intelligence and was arrested from Wazirabad Road and confessed that he worked as a computer operator with the fake board," Prasad said.

The DCP said Solanki used to get all the fake marksheets from one Baljeet Singh. Singh, who was designated as Director of Board, was also arrested from Burari area. It also appeared that the original mastermind of the racket is Mange Ram Acharya alias Manish Pratap Singh, who is already serving a sentence, police said.

Singh further disclosed that he prepared the marksheets from a Board situated at Vikas Puri in Delhi. In further raids, three accused persons, namely Altaf Raza, Ramdev Sharma, and Lakhshya Rathore alias Amit, were arrested.

Prasad said, "The gang members issue advertisements in local news papers and vernacular press inducing candidates to provide 10th and 10+2 (to 8th class fail students) certificates and affiliation of the Board to the private schools. They also advertised vacancies for the Board staff. As per information available on the website, the Board of Higher Secondary Education, Delhi, claims that 250-300 schools approximately are affiliated to it.

A website was created (http://bhsedelhiboard.net) to establish its credibility. Various regional offices of the board are operated from remote localities. They charge private schools Rs 10,0000-50,000 to secure affiliation."

STAMPS OF FAKE SCHOOLS

Over 50 rubber stamps of different fake schools and fake boards were recovered.

These include:

  • Madhyamik Shiksha Parisad, UP
  • Manav Bharti University, Solan
  • Arunachal University
  • Mahatma Gandhi Kashi Vidhyapeeth, Varanasi
  • Jharkhand State Open School,
  • Chhatrapati Sahu Ji Maharaj University, Kanpur

WHAT WAS RECOVERED

Around 17,000 blank papers with stamps of the fake colleges, forged marksheets, certificates, degrees, migration certificates, admit cards, admission forms, character certificate, affiliation forms etc, of these colleges have also been recovered.
