Rebel Aam Aadmi Party (AAP) MLA Kapil Mishra was marshalled out of the Delhi Assembly on Thursday after he went near Speaker Ram Niwas Goel's chair and tore a copy of the House's business list, demanding removal of a scheduled discussion regarding "alleged attempt to incite communal disturbance on pretext of Ramnavami procession".
Mishra, an MLA from Karawal Nagar, questioned the need for a discussion on the issue when there is no incident of "communal disturbance" in Delhi, but ruling AAP MLAs insisted on it.
As Mishra continuously demanded the removal of the scheduled discussion and also tore a copy of the business list of the House, the Speaker ordered him to be marshalled out of the House.
Later, all four BJP MLAs, including Leader of Opposition Vijender Gupta, O P Sharma, M S Sirsa and Jagdish Pradhan, staged a walk out. The Speaker said that such an incident had occurred in his constituency Shahdara area, but the Delhi Police has not registered an FIR in this regard so far.
According to the list of business of the House, AAP MLAs Amanattullah Khan, Praveen Kumar and Nitin Tyagi were scheduled to initiate the discussion on "alleged attempt incite communal disturbance on the pretext of Ramnavmi procession".
Incidents of communal violence were reported from Bihar and West Bengal during Ramnavami, which was celebrated on March 25.
This time, the Assembly had passed some interesting resolution for the welfare of the residents. The Delhi Assembly passed a resolution on Tuesday seeking amendments to existing laws to make stalking a non-bailable offence and to award the death penalty to those convicted of raping minors.
The resolution, moved by AAP MLA Saurabh Bharadwaj, demanded that the Delhi government present a Bill asking the Centre to amend the law. AAP MLA Alka Lamba had demanded that the government make stalking a non-bailable offence.
