CWG scam: 8 years on, no action against accused doctors

The Department of Health has now once again asked a three-member committee to investigate the case.

The Delhi government has failed to take action against the doctors and paramedical staff involved in the medical scam during the Commonwealth Games held in the Capital in 2010. A case file that has been further escalated by the Central Bureau of Investigation (CBI) and the Central Vigilance Commission (CVC) is lost between the various departments of the government.

The Department of Health has now once again asked a three-member committee to investigate the case, even after the various investigative agencies have held the doctors guilty. However, the members of the committee have expressed their displeasure over working on the same case again and again.

The CBI had received a complaint in 2011 about certain doctors in the Directorate of Health Services (DHS) in the Delhi government had purchased medical equipment such as ice making machines, CT scan machine, non-consumable equipment, furniture and ambulance services at exorbitant prices.

"The committee was previously asked to investigate the matter in 2011 and it had submitted its report, too. Even the CBI has investigated the case and had established the irregularities. Eight years have passed but no disciplinary action has been initiated yet. The department is busy in delaying the case as it involves some senior officers too," said a senior Delhi government official.

The matter regarding the procurement of 34 items was also examined by the CAG in its report where the auditing body had observed that many of the items were procured at exorbitant rates to the tune of Rs 1.93 crores.

"The department should ideally have initiated a departmental enquiry against the officers and doctors, who were involved in the corruption cases. The files are just moving from one department to other," added another official.

The AAP government, presently ruling the Capital, is also unaware of the pendency. "From July 2016, no matter related to the services department has come to the government. These officers do not send us files like these. They do not want us to take any action against their own officers," said a Delhi government spokesperson.
