Crumbling police colonies: top cop slammed

Union Science and Technology Minister Harsh Vardhan has pulled up Delhi Police Chief Amulya Patnaik for the 'inhumane' conditions in which the lower-rank officers of the force are living in police colonies, and asked him to take necessary action.

Through a letter sent to Patnaik last week, Vardhan expressed his annoyance and anger towards the police management and was amazed at the inhumane conditions in which the police personnel were living. He stated: "The local residents of Model Town Assembly Constituency met me and expressed their concern regarding renovation and maintenance of toilets and residential flats in the Roop Nagar police colony."

He further stated that representatives of various police colonies briefed him about the pathetic condition of Ashok Vihar, Keshavpuram, Shalimar Bagh, Maurya Enclave, and Saraswati Vihar colonies, advising Patnaik to start the necessary renovation work immediately.

Interestingly, former Commissioner Alok Kumar Verma, who was made the Director of CBI a month ago, had been working on renovation of police staff colonies during his one year tenure. But nothing was done on the ground. In every district, an estate manager was appointed by Verma. He also chaired several meetings but not a single brick was moved from one place to another.

It was also found that there was a seepage problem in almost all police colonies due to Peepal leaves lying on rooftops and overflow of water from overhead tanks.

Further, only 15,818 quarters are available for 84,536 police personnel. Only 5,224 quarters are available for 49,001 Constables and multi-tasking staffers. Similarly, the number of Head Constables and Assistant Sub-Inspectors is 27,569, and there are only 8,672 quarters for them. There are just 1,623 quarters for 7,461 Sub-Inspectors and Inspectors .

The force has 402 Assistant Commissioners of Police and Additional Deputy Commissioners of Police, and there are just 248 quarters for them. For 53 Deputy Commissioners of Police, there are only 46 quarters. And only five quarters are available for 50 Additional Commissioners of Police, Joint Commissioners of Police, Special Commissioners of Police, and Commissioner of Police.
