Crisis in Delhi as CM Kejriwal faces off with CS

In one of the biggest face-offs between the AAP government and the bureaucracy, Delhi Chief Secretary Anshu Prakash claimed on Tuesday that he was manhandled by AAP MLAs, which included Amanatullah Khan, at Chief Minister Arvind Kejriwal's house late night on Monday. The allegations leveled by a top bureaucrat of Delhi has ensured open warfare between the Kejriwal government and the IAS fraternity. In a late night development, AAP MLA Prakash Jarwal was arrested.

A 1986-batch officer IAS officer, Prakash filed a complaint with the Delhi police in which he alleged that he was assaulted, abused and manhandled by AAP MLAs while discussing the issue of delay in the release of TV advertisements on completion of three years of AAP government. However, the AAP government claimed that the meeting was about the rationing system.

"The MLAs started abusing me while blaming me and the bureaucracy for not doing enough for publicity of the government. A threat was made that I will be implicated in false cases including under the SC/ST Act. I was threatened that I will be confined in the room for the entire night unless I agree to release the campaign," Prakash wrote in his complaint letter.

"My spectacles fell on the ground, I was in a state of shock," he further wrote.

As the incident came to light, the IAS Association immediately met with the Lieutenant Governor Anil Baijal and later had a meeting with Union Home Minister Rajnath Singh later in the day. Singh has ordered a probe into the incident asking the LG to submit a report.

Meanwhile, the IAS Association has demanded the arrest of the concerned MLAs in the incident.

"I am deeply pained by the happenings involving the Chief Secretary of the Delhi Government. The civil servants should be allowed to work with dignity and without fear. The MHA has sought a report on the incident from the Lieutenant Governor of Delhi. Justice will be done. A delegation of IAS DANICS & Subordinate Services of Delhi Government met me today and apprised me of the prevailing situation.(sic)" Singh tweeted after meeting the bureaucrats.

However, AAP rejected all the charges levelled against them. "About 2.5 lakh families deprived of rations last month due to faulty implementation of Aadhaar. MLAs were under tremendous pressure from public. There was a meeting of MLAs at the CM's residence. Chief Secretary refused to answer questions saying that he was not answerable to MLAs and CM and that he was answerable only to LG. He even used bad language against some MLAs and left without answering any questions," the AAP government said in its statement.

The statement also denied that there had been assault or attempted assault on the Delhi Chief Secretary.

Meanwhile, acting on the complaint against the Delhi Chief Secretary, the Delhi Police later registered a case under section 186 (Obstructing public servant in discharge of public functions), 353 ( Assault or criminal force to deter public servant from discharge of his duty), 332 (Voluntarily causing hurt to deter public servant from his duty), 342 (Punishment for wrongful confinement), 120B (Punishment of criminal conspiracy), 504 ( Intentional insult with intent to provoke breach of the peace), 506 (II) ( Punishment for criminal intimidation), 323 (voluntarily causing hurt) and 34 (others) at the Civil Lines police station.

Meanwhile, IAS Associations of Punjab and Arunachal Pradesh have backed the Delhi Chief Secretary, calling the assault "cowardly" and tantamount to an attack on the Constitution.
