Court slams cops, seeks report on Ramjas violence

A Delhi court on Wednesday slammed the police for not filing an Action Taken Report (ATR) in connection to a complaint that had sought lodging of an FIR in the incident wherein anti-national slogans were allegedly raised at the Ramjas College earlier this year.

Metropolitan Magistrate Abhilash Malhotra also directed the Joint Commissioner of Police (JCP) of the Crime Branch to intervene in the matter and file a report by August 3. The directions came after several instructions have already been given to the police to file an ATR.

The judge said he found merit in the submissions of the complainant that his application was getting delayed due to the non-filing of the ATR. In view of this, the JCP should intervene and expedite the inquiry, he said.

The police then filed a status report, saying that the inquiry committee has recorded statements of 62 people, including students and police officers. It also said the investigation was in its final stage.

The court was hearing a case pertaining to a complaint filed by Advocate Vivek Garg, seeking lodging of an FIR against those who allegedly raised anti-national slogans at Ramjas College in February this year. The plea alleged that the slogans were raised by members of the All India Students Association (AISA) and Students Federation of India (SFI).

Teachers, students, and journalists were then injured in the Delhi University campus, as clashes broke out over disruption of a literary festival in Ramjas College, reportedly by the ABVP members. Then on July 1, the Chief Metropolitan Magistrate dismissed a plea filed by the police, seeking transfer of the complaint to another court, after the investigating officer failed to appear before it.

The court held that the ATR was sought from the police in its March 6 order, but till date, there has been no progress despite numerous opportunities.
