Cops register FIR, conduct search for men who attacked BSES engineer

An FIR has been registered against unknown persons in the death of a 28-year-old engineer Abhimanyu Singh, employed with BSES Rajdhani Power Limited (BRPL), who was killed after trying to flee from a mob in Jhul Jhuli village of West Delhi during an inspection of power theft.

According to senior police officers, the case was registered under section 304 (culpable homicide not amounting to murder). They have also detained a number of men from the area, and efforts to find the main culprits are being made, they said.

Officers added that no proper Standard Operating Procedure (SOP) was followed by the electricity department which includes a 24 hours prior intimation. It has also appeared that the victims were clicking pictures of houses in the area with electricity connections. Locals objected to the pictures which caused the tension to erupt.

The deceased Abhimanyu Singh was with his team, on an inspection of power theft in the western part of the city. He was accompanied by two other teams of the same company and a team of police officials when a mob attacked them thereby causing them to retreat.

While they were on their way back, a group of bike borne miscreants chased them following which one of the cars met with an accident and rammed into a tree. The five occupants of the car were injured.

According to data obtained from Tata Power Delhi Distribution Limited (TPDDL) over 5,000 cases of power theft have been reported from April 2016 to March 2017. Out of 2,934 cases which have been filed in the police station, 107 FIRs have been registered with 846 complaints being filed in the special courts.

About 685 cases of power theft has been reported in two months from April 2017 to June 2017 with 277 police complaints being filed in the police station. However, an FIR has been registered in just 12 cases with 194 complaints being filed in special courts.

Another interesting statistic from power discom Tata Power Delhi Distribution Limited (TPDDL) show that in the last one year from April 2016 to March 2017, the officials have sought police assistance for raids in 1,542 cases. However, major raids consisting of 15-20 policemen was conducted in just seven instances with minor raids numbering to 906.

In the peak summer months from April- June 2017, about five major raids have been conducted in 352 cases of power thefts.

Power theft has been a major problem as politicians have often been reluctant to act against illegal colonies, as they see them as vote-banks. Illegal power lines come up n these colonies which prove a nightmare for BSES officials to remove.
