Cops rapped for inaction against ex-student leader

The police are duty-bound to register FIRs under relevant sections of the law. The Delhi Police have failed to register an FIR (in the case) till date: Delhi Commission for Women

The Delhi Commission for Women (DCW) on Friday summoned Delhi Commissioner of Police (North) Jatin Narwal in a matter related to a complaint that Delhi University (DU) Law Faculty Teachers’ Association had filed against former student union President Satender Awana and current President Amit Tanwa, among others. An FIR is yet to be lodged in the case.

The teachers’ association had filed a police complaint against these people on January 28 and February 8, 2017, for threatening law faculty Dean Ved Kumari in the presence of police personnel. The women’s panel stated it was not satisfied with Narwal’s response to the FIR, terming it “insufficient” and “evasive”.

The panel has summoned Narwal to appear before it on March 7 and explain the delay in an FIR being registered in the case.

“Prima-facie, a serious cognisable offence is clearly made out against the above mentioned persons and the erring police officers. The police are duty-bound to register FIRs under relevant sections of the law,” DCW said in a statement. “The Delhi Police have failed to register an FIR till date, despite the passage of considerable time,” it added. In a reply to the commission, the DCP (North) had said that the complaint had been forwarded to the DU Vice-Chancellor (V-C) for necessary action.   

In December last year, DNA had reported about a video that went viral, in which Awana could be seen threatening Dean Kumari, even as the police officers stood in silence, after the law faculty issued a detention list for attendance defaulters. According to the dean, she was abused and threatened by students who had failed to meet the attendance required to appear in the examinations.  “They abused me in front of the police and even threatened me with dire consequences, if they were not given the admit cards,” Kumari had told DNA.
