Civic infrastructure suffers due to AAP-BJP tussle

The BJP-led three municipal corporations of Delhi and AAP MLAs have been battling on the ground quite literally. However, in their tussle, unfinished projects such as a half-laid pipeline, non-functional streetlights and broken benches at public places is the price that people of the capital city end up paying.

In a recent directive, the South Corporation leaders asked all its senior officers to see that the MLAs are not allowed to build new mohalla clinics or take up development work in the area under MCD jurisdiction without seeking an NOC (No objection certificate) from the corporation.

Following this, some MLAs have changed the sites, which they had earlier submitted for building of new mohalla clinics.

"I had given 10 sites for setting up of these clinics, but after the decision came, I had to look for other places such as Gram Sabha land or those under Delhi Urban Shelter Improvement Board (DUSIB). It is a public utility for which the MCDs must have shown cooperation," said, Naresh Yadav, MLA, Mehrauli.

Yadav added that he will be meeting the power secretary, Delhi government on October 26 so that he could urge the corporation to take over the maintenance of street lights.

"The corporation has to take over the maintenance of 50 high mast lights, which we had installed in areas such as Vasant Kunj, etc. Some of the lights have not been functioning and since the MCD is not taking over the charge, these could not be repaired ," said Yadav.

The corporations are trying every other way to make life difficult for the AAP MLAs to take up work in the city's 70 assembly constituencies, claimed the legislators. While on the other hand, corporation leaders claimed that the AAP MLAs do not go by the rules laid by the corporation Act.

"We have made sure that the mohalla clinics in the second phase are on Delhi government land only, as we have no hope from MCD. They have been creating such bureaucratic hurdles for a long time to keep us from working on the ground," said Saurabh Bharadwaj, Greater Kailash MLA.

Many others claimed that even for putting up benches at public spaces, they were asked to get a certificate from the concerned corporation department.

Only last month R K Puram MLA, Parmila Tokas had alleged that the civic body in her area was either "stalling the work" or "put ongoing projects on hold".

There is a water pipeline which was being laid in Masoodpur and Lado Sarai, which could not be laid completely because of the so-called NOC for cutting the road. However, even as work and people suffer.

"We have asked all senior officers of concerned departments including commissioners and deputy commissioners to not allow anyone in the area without having an NOC for the work. It is a routine work, I don't see why they don't want to go by the rules laid down in the MCD Act. This is just the same as LG keeping all the Delhi government files for scrutiny, since they did not seek his approval," said Subhash Arya, leader of the house, SDMC.
