At a time of chaos over the demonetisation of Rs500 and Rs1,000, an e-wallet for making small utility payments for VIPs of Lutyens' Delhi can be a treat. The New Delhi Municipal Council (NDMC) is expediting the process of finalising the bids for an e-wallet, it had proposed this September under its Smart City project.

It will be like any other payment gateway to help consumers make their routine payments from one secure wallet, sources said.

"We had proposed the facility under the Smart City project, but since the ban set in on Tuesday evening, we plan to expedite the process," said, a senior official.

The council had issued a notice inviting 'expression of interest' from companies providing wallet services to public.

"So far we have few bidders including some e-commerce companies who are ready to tie-up for the project. At the moment the bids are being analysed by the finance department. There are several complexities in the process.

Our IT department too is working in tandem to create a secure payment gateway. It will take some time to work out the modalities," the officials said.

NDMC chairman Naresh Kumar, said, "With the situation at hand, we will put it on fast-track mode. We had already spoken to a number of banks to tie-up with us for creating a payment gateway."

With an e-wallet, the civic agency intends to add another mode of payment to facilitate its consumers for making payments for utilities such as water and electricity bills.

He added, "Though we already have an app and online payment option, this will be even more user-friendly and will generate a sense of reliability in users."

Besides, the NDMC is fast-tracking its smart city project after the Union Urban Development Minister pulled up the agency for reported delays in the work.

The NDMC 311 app, which was launched earlier this year, allows users to report civic problems such as potholes, waste disposal and waterlogging, among others. The app automatically routes it to the concerned department and generates an order that can be tracked by both the department as well as the consumer.
