Appointment of bouncers in Delhi government's hospitals is under Central Bureau of Investigation (CBI) scanner after the Lieutenant Governor found that order to appoint them was "illegal".

Before demitting office, the then Lieutenant Governor Najeeb Jung had written to CBI to register a case against erring officers for carrying out recruitment of bouncers in city hospitals. Sources in Raj Niwas said that around 40 bouncers were hired by the health department last year without prior approval and were deployed across the city hospital having high footfalls.

"The matter has been referred to the CBI for register a case as no Delhi government rule or ACT allows appointment of bouncers in any department," said a source in Delhi government adding that the agency has started investigation into the matter. The probing agency has recently sought all the files and documents related to appointment of the bouncers. They were hired at a salary between Rs 30,000 to Rs 40,000," said the source adding that the city government "can hire private security agencies but not bouncers".

These bouncers were removed after the High Court gave a ruling that Lieutenant Governor is the administrative head of the National Capital Territory, a move viewed as a setback to the Arvind Kejriwal government.

The health department is under the scanner with the CBI in two other cases also. The agency is also probing procurement process of medicines, beds and even the H1N1 mask and swine flu vaccines purchases during 2015-2016. Out of the dozen of cases filed against Delhi government which were referred to the CBI by Jung, the agency has already registered two FIRs and three preliminary enquiry (PE) and started probe into the matter. 

The agency is also probing the appointment of Soumya Jain, daughter of state health minister Satyendar Jain, as advisor to Mission Director of Delhi State Health Mission. It is alleged that it was a case of "nepotism" saying that she came from an architectural background and had no experience in the health sector.

The Vigilance Department of Delhi Government on December 22 wrote a letter to CBI stating that the LG has directed the matter to be referred to CBI for a detailed investigation into the irregularities in the appointment of Soumya Jain. Incidentally, Soumya, 26, was at helm of AAP's mohalla clinic project in Delhi and was also allegedly given a huge office and staff in the Delhi secretariat.

So far agency has registered two cases. They have against a case AAP MLA Amanatullah Khan in connection with his appointment as the chairman of the Delhi Waqf Board and second case involves appointment of Dr Nikunj Aggarwal, a senior resident at Chacha Nehru Bal Chikitsalaya, as OSD to Delhi Health Minister Satyendar Jain. Jung had formed Shunglu committee to examine over 400 files on decisions taken by the AAP regime. The committee submitted its report to the LG office on November 27 last year.
