CBI charges Noida Authority's ex-staffer

For having disproportionate assets worth over Rs 23 crore

The Central Bureau of Investigation (CBI) on Tuesday filed a chargesheet against former Noida Authority Chief Engineer Yadav Singh and his family members, for having disproportionate assets worth over Rs 23 crore. The chargesheet was filed in a special Ghaziabad court.

According to the CBI spokesperson, Singh, his wife Kusumlata, daughters Garima Bhushan and Karuna Singh, son Sunny Singh, daughter-in-law Shreshtha Singh, and chartered accountant Mohan Lal Rathi have been booked in the case. Three companies and a trust have also been named in the case.

"Singh allegedly acquired 512 per cent above his known source of income, between 2004 and 2015. We have named his entire family and booked them as well," CBI spokesperson Abhishek Dayal said.

Singh was the Engineer-in-Chief of the Noida Authority, Greater Noida Authority, and Yamuna Expressway Industrial Development Authority (YEIDA). An Income-Tax raid in November, 2014 revealed that Singh's assets were hugely disproportionate to his income. The then Uttar Pradesh government then suspended him.

According to the CBI, to undertake the work of laying underground cables from Sector 14 A to Mahamaya flyover and Film City flyover to Cambridge School in Noida, the JSP Constructions was chosen in advance. Further, estimates were inflated, bills of quantities were changed, and contractors formed a cartel to make JSP the lowest bidder, it said.

The tender was opened in August-September, 2011, but the work started in April, the CBI alleged in the charge sheet.

Singh was arrested in February last year. The Enforcement Directorate (ED) also attached his assets worth Rs 19.92 crore. The ED had earlier registered two ECIRs (equivalent to an FIR) under sections of the Prevention of Money Laundering Act (PMLA). The ED cases were registered on the basis of the CBI FIR.
