CBI asks AAP: Explain how you got swine flu vaccines

According to sources, CBI is examining four more cases with regard to decisions taken by the Delhi government. If the allegations are found credible, more cases will be filed

The Delhi government's health department is once again under the scanner with the Central Bureau for Investigation (CBI) raising doubt over the procurement process of medicines, beds and even the H1N1 mask and swine flu vaccines purchases during 2015-2016.

Out of the seven cases filed against Delhi government which were referred to the CBI by former Lieutenant Governor Najeeb Jung, the agency has already registered two FIRs and one preliminary enquiry (PE) based on the references received from Jung's office.

In a letter to the Delhi health department, the Central Bureau for Investigation (CBI) has asked the department to submit the details about procurements of medicines through Central Procurement Agency (CPA). The government had formed CPA as a common platform to fulfil the need of medicines and equipment in the various government hospitals. The letter dated December 28 is with DNA.

From the procurement of medicines to the number of beds procured during the dengue period for the year 2015-2016, the investigative agency has asked the department to submit the records at the earliest.

"The CBI has asked us to submit a file related to procurement of H1N1 mask, swine flu vaccines for the health staff and lab analysers. They have also asked to give details about the file related to tender of security, sanitation and nursing orderlies," said a senior Delhi government official.

According to sources, CBI is examining four more cases with regard to decisions taken by the Delhi government. If the allegations are found credible, more cases will be filed.

The two cases registered by the agency based on the Shunglu committee report include an FIR against AAP MLA Amanatullah Khan in connection with his appointment as the chairman of the Delhi Waqf Board. The other case involves appointment of Dr Nikunj Aggarwal, a senior resident at Chacha Nehru Bal Chikitsalaya, as OSD to Delhi Health Minister Satyendar Jain.
The Shunglu committee, which was formed by Jung to examine over 400 files on decisions taken by the AAP regime, submitted its report to the L-G office on November 27 last year. The cases were referred to CBI after examination of the report.

The Aam Aadmi Party-led Delhi government in July 2015 had constituted CPA to ease out the purchasing process. For every medicine or equipment, the hospitals had to put in a demand through the central agency.

The procurement agency, initially did not receive a positive response from the hospitals. Sources in various government hospitals alleged that the agency had failed to fulfil the demands. Even the director of the agency was changed twice as the hospitals complained about the unmet demands.

"We were putting forth demands but nothing was given to us. The wait to get a single equipment kept on increasing. We had to wait for more than a year to get our share of equipment," a senior doctor from Aruna Asaf Ali hospital said.
