From healthcare centers to swanky sports halls and an efficient mechanism for garbage disposal, the South Delhi Municipal Corporation (SDMC) on Friday promised its residents everything, and then some more, ahead of the municipal polls early next year.

In the Rs 4,500 crore budget for the coming year, SDMC Commissioner Puneet Goel has announced to make south and west Delhi dhalao-free, with maximum concentration on Prime Minister Narendra Modi's pilot projects Swachh Bharat Abhiyan, Digital India and Ease of Doing Business. Dhalaos are community waste bins.

"During the next fiscal year, our main aim will be to make south and parts of west Delhi dhalao-free. Also, fixed compactors will be deployed for collection of wet and dry waste separately on the ward level," Goel said.

The corporation also plans to deploy mobile transfer stations on ward level. "As many as 100 toilets will be constructed at key places with substantial footfall, and over 5,000 dustbins will be put up to ensure cleanliness. The corporation is also in talks with the National Highway Authority of India (NHAI) to use garbage from the Okhla landfill for road construction," Goel said.

Keeping rising levels of pollution in mind, Goel said that two waste plants will be developed at Badarpur and Tajpur Pahadi, and a waste-to-energy plant will be developed at Badarpur for scientific disposal of garbage.

Moving ahead with digitization, the corporation has also decided to forgo the manual system of payment of property tax. "South corporation will only accept payment of property tax online, through mobile application, and e-wallets from the next fiscal year. Further, we will launch a mobile application for the payment of property tax, develop a software for mutation of property online, and issue e-passbooks for taxpayers," Goel added.

In addition, the civic body has announced to set up a solar power plant in Najafgarh zone in collaboration with the Power Trading Corporation with a capacity of 3 megawatts (MW). The plant, when fully functional, will be able to generate 43.80 lakh units of power annually.

Setting up of 21 health centres with all the medical facilities and revamp of the newly constructed hospital in Kalkaji to make it a specialised unit, in collaboration with the Safdarjung hospital, has also been announced. "The corporation will construct three 100-bed hospitals — at Tilak Nagar, Dwarka and Fatehpur Beri — and develop special diabetic clinic in Janakpuri," the civic chief said.

He added that the corporation will develop a state-of-the-art indoor sports hall in Janakpuri, which will promote activities such as wrestling, badminton, swimming, and table-tennis among children. Also, four quality check kitchens will be set up in each of the four zones to monitor and control the quality of midday meals given to students in civic schools.
