Budget 2019: Big boost for Delhi, Centre allocates Rs 1,112 crore

The Delhi government was given Rs 472 crore as central assistance in the Interim Budget for 2019-20.

The Centre allocated Rs 1,112 crore for Delhi in the Union Budget, announced on Friday, while keeping its share in central taxes and duties unchanged. The Delhi government was given Rs 472 crore as central assistance in the Interim Budget for 2019-20.

In the previous Budget, the Centre had allotted a total of 790 crore. The central assistance to the city government was Rs 499.99 crore. In the Interim Budget, Rs 10 crore has also been given to the AAP government for paying enhanced compensation to the 1984 riot victims. The same amount had been given in the 2018-19 Budget.

Apart from this, the grant for the Delhi Disaster Response Fund remained unchanged with an allocation of Rs 5 crore.

Health

Delhi-based central hospitals including All India Institute of Medical Sciences, Safdarjung Hospital, and Ram Manohar Lohia Hospital saw a rise in the budget over last year. Last year AIIMS was allocated 3298 crores, and this year the amount has been increased to 3599.65 crores. Similarly, Safdarjung Hospital has been allocated 1211.50 crores in the interim budget, a 30-crore rise from the 2017-18 budget of 1181.42 crores. Ram Manohar Lohia Hospital and Lady Hardinge Hospitals have been allocated 750 crores and 475.10 crores each as compared to 682.45 crores and 449.07 crores in the last budget. Kalawati Saran Children's Hospital has been allocated 124.90 crores a rise from 119.25 crores from the last budget.

"We expect a ten per cent rise in the budget due to ever-increasing patients and need of continuously upgrading equipment. This budget is higher than the last budget but still not ten percent, but the budget increase for Ayushman Bharat will also in a way reach hospitals for patient care. So, we are happy with the decision and the budget this time," said Dr Rajendra Sharma, Medical Superintendent, Safdarjung Hospital.

Infrastructure

The MHUA has reduced the allocation to the National Capital Planning Board which is formulating Regional Plan-2021, in the interim budget of 2019-20. The NCPB which strategises and executes infrastructure development in the National Capital Region, has got Rs 55.10 crores compared to Rs 55.56 crore in 2018.

The grants-in-aid for training of municipal employees have also been cut to Rs 14.11 crore as opposed to last year's Rs 15 crores. There is also substantial reduction in allocation to Rajghat Samadhi Committee including departmental canteens. The ministry has given Rs9.30 crore, almost half of last year's amount of Rs 16.47 crore. Meanwhile, the Delhi Urban Art Commission, instrumental in preserving, developing and maintaining the aesthetic quality of urban and environmental design within Delhi and oversees building bylaws too, has received Rs 3.95 crore in 2019 budget. The National Capital Region Transport Corporation has become richer by around Rs 350 crore with the MHUA allocating Rs 1000 crore this year. The capital sanctioned to the department last year was Rs 659 crore.

The Ministry of Home Affairs has granted gross amount of Rs 1112 crore to Delhi in the interim budget. The Chandrawal Water Treatment Plant gets Rs 300 crore under the Additional Central Assistance for Externally Aided Projects.

Delhi Police

The Delhi Police has been allocated Rs. 7881.77 crore in the budget 2019-20, an increase of 6.40 per cent from the last year's budget of Rs 7206.91 crore. The total amount allotted in the budget, Rs 7334.28 has been earmarked for the revenue section, which comprises the administrative section, the road safety cell and the development and communication Network. The amount saw a 7.99 per cent increase from the last budget outlay of Rs 6791.60 crore.

For police infrastructure, which comprises office and residential building projects, Rs 384.86 crore has been allocated, seeing a decline from last year's amount of Rs 460.95 crore.

Rs 162.63 crore has been allocated for other expenses, including procurement of motor vehicles, machinery and equipment, signals and blinkers and the Intelligent Traffic Management System (ITMS).

This time, Rs 883 crore has been granted for the "Nirbhaya Fund"in Country, in which majority of the fund is with the Delhi Police.

"This year budget allocated will be used in developing traffic and communication networks, upgrading of communication infrastructure, traffic signals, office buildings, residential complexes, and training of officials in latest technology" said a senior police official.
