BJP's South Delhi Municipal Corporation launches new website

This is the first step that the BJP-ruled civic body has moved toward PM Modi's 'Digital India'

The South Delhi Municipal Corporation (SDMC) launched its new official website offering all citizen-centric services online on Wednesday. The new portal — mcdonline.gov.in — was launched by Delhi BJP chief Manoj Tiwari at the Civic Centre.

Post the civic polls this was the first step that the BJP-ruled corporation has taken towards 'complete digitalisation' under the Prime Minister's 'Digital India', a major promise in the party's poll manifesto. Besides, digitalisation, Tiwari also raised two other poll promises of cleaning Delhi and increasing women's safety by identifying 'dark spots' across the city.

The new website with revamped features is intended to facilitate business between users and the civic body. While some of the services were already online, the long-proposed e-mutation service was launched today.

"The new website is a step forward in fulfilling the objectives of Digital India. It is the corporations' effort towards increasing 'ease of doing business', transparency and accountability in the civic body," said Tiwari.

He added that the e-mutation (change of name) will come as a big relief to property tax payers in the city. The Delhi BJP chief said that the service would help do away with long queues and cumbersome paper work in visiting the offices of the property tax department and getting the change done in their favour.

"The new system of e-mutation has been introduced wherein the applications can be filed online with all supporting documents. Queries too can be put up online after which officers can get in touch with the taxpayer. The civic body will then issue the mutation certificate online itself," said SDMC Commissioner Puneet Kumar Goel.

A time period of 15 days has been fixed for issue of mutation certificate from the date of submission of the application.

Besides, other facilities such as tehbazari fee payment, hawking fee payment, hackney-carriage registration and fee payment, have also been made online. With the introduction of the new method, the licensees can pay their licence fee and also generate receipts sitting at home. This will mean that people will not have to visit the MCD offices or the Citizen Service Bureaus to make these payments.

Senior leaders including Subhash Arya — the outgoing Leader of the House — said that the Corporation has registered significant growth in property tax collection.

"The total property tax collection during the financial year 2016-17 was Rs 901 crore which is 38 per cent more than Rs 650 crore made during 2015-16. This is also an effort to increase revenue generation," said Arya.

Tiwari stressed on the PM's pet 'Swachh Bharat Mission' asking all officers to gear up to remove garbage from all the 272 municipal wards in the city within three months from now. The Bhojpuri actor-turned politician also used the event to raise the issue of women's safety.

"The corporation must identify all dark spots under its jurisdiction and install LED lights on these stretches immediately," he said.
