Bias in principal selection: Vice Chancellor requested to make process trasparent

Members of Delhi University's decision making bodies — Executive Council (EC) and Academic Council (AC) — wrote to the Vice Chancellor over the "discrepancies" in appointments for the post of principals in several colleges.

They requested the VC to make the process "transparent" and "redress" the grievances arising therein.

The development came after DNA reported on how the names of 18 candidates, running for the post of principal at Deshbandhu College, were "arbitrarily" removed from the list of qualified people, despite having more than the required API (Academic Performance Indicator) score.

In their letter to Vice Chancellor Yogesh Tyagi, the EC and AC members said, "We request you that there should be more transparency and observation of the concerned ordinance for calculating the API for the ongoing recruitment process of principals in the different colleges of the University. The transparent mechanism for calculating screening points has not been followed in the recent cases."

As per the DNA report published on Friday, names of several candidates having lesser API score appeared in the 'qualified' list. "The colleges came out with with an initial list showing the API points of each candidate. Many candidates appeared to carry more points than the qualifying point of 400. However, when the final list was out, they didn't qualify and now there is no scope to submit their grievances," the letter reads.

As per the University Grants Commission (UGC) guidelines for recruitment to a principal's post, the candidate needs to be an associate professor or professor with a PhD and 15 years of teaching experience. The candidate should also have a minimum of 400 API score and must have published research papers/ books.

The appointment of principals is underway in several colleges across the University. "We are constantly receiving complaints of discrepancies from candidates running for the top post in several colleges. We want the Vice Chancellor to look into the matter as soon as possible," said Rajesh Jha, a professor at Rajdhani College and an EC member.
