Babus told to explain lack of public hearings

Following complaints against officials for non-conduction of hourly public hearings on weekdays, the Delhi government has asked the heads of all its departments to seek explanation from the bureaucrats concerned.

The administrative reforms department had recently issued a circular, stating that several complaints were received that claimed the officials were not conducting public hearings, despite the chief minister's directions.

In May this year, chief minister Arvind Kejriwal had directed all his ministers and officials to meet people without prior appointments, from 10 to 11 am, Monday to Friday, at their respective offices.

"All principal secretaries, secretaries, and HoDs are requested to ensure that all officials remain available for public hearings from 10 to 11 am," the department stated, adding that the presence of officials at the public hearings was being closely monitored by the Chief Minister's Office (CMO).

The circular further stated that a status report is being sent to the HoDs concerned on mail as well as by post on a daily basis. 

These reports ask for action taken reports for the absence of officials within three days, through return mail.

"All principal secretaries, secretaries, and HoDs are, therefore, requested to call for the explanations of the erring officers and send them to the administrative reforms department," the circular added.

The CM's directions to the ministers and officers had come following complaints to the AAP ministers, including himself, that officials were not accessible to people. The public hearings were announced as part of an outreach programme, seeking to bridge the gap between the common people and the Aam Aadmi Party (AAP), in the aftermath of the humiliating defeat the party faced in the Delhi civic polls in April.
