Arvind Kejriwal calls EDMC corrupt, refuses to release funds

Delhi chief minister Arvind Kejriwal has called the East Delhi Municipal Corporation (EDMC) "corrupt," and thus refused to release funds for it when the East Delhi mayor Neema Bhagat called on him on Thursday.

Bhagat had gone to meet the CM with a charter of demands that included seeking "immediate" release of Rs. 9,845.07 crore which was due with the government since 2012-13.

Castigating the EDMC further, Kejriwal said, "In spite of having huge sources, its finances are in a mess because of corruption. I have seen the accounts of the civic body and they are telling signs of massive corruption." He advised the EDMC, "to do away with corruption to make itself financially viable."

The CM also reiterated that his government had released all funds that were to be done under the existing finance commission, at the same time questioning the way it is being spent by EDMC.

"Where is all the money going? Why is the sanitation staff not being paid regular salaries? Where is this money being spent," the CM questioned. He also brought to the fore matters that have been "plaguing" EDMC including parking mafia, advertising/hoarding mafia. He also suggested that the MCD can earn big revenue if it handles the issue of illegal hoardings and illegal parking

Meanwhile, Bhagat said that the EDMC was going through a financial crunch as its expenditure exceeded revenue, and hence was also unable to pay salaries to employees. She also rued that the Kejriwal government was not implementing the recommendations of Fourth Delhi Finance Commission, which was making the situation worse.

Listing the services that have been affected due to tight fisting by the government, the mayor informed that arrears of employees worth Rs. 1425 crore were pending as well as gratuity and final payment of retired employees due from July 2015.
