AAP government vows doorstep delivery of public services

The move, aimed at reducing the traffic at the government offices, was taken at a Cabinet meeting chaired by Chief Minister Arvind Kejriwal.

In a historic decision, the Delhi government on Thursday approved the proposal for Doorstep Delivery of Public Services to the residents of the Capital. So, after three months, if you want to get a driving license, caste certificate and water connections, you don't need to stand in a queue at any government office.

The move, aimed at reducing the traffic at the government offices, was taken at a Cabinet meeting chaired by Chief Minister Arvind Kejriwal. Public services of eight departments have been selected under the scheme in the first phase. A total of 40 such public services have been approved by the government.

"This is the first time that any such service will be offered to the residents of any state. We are calling it'home delivery of governance'," said Deputy CM Manish Sisodia.

Among the 40 public services, which will be covered under the scheme in the first phase, are caste certificates, income certificates, driving licences, new water and sewer connections, driving licences, duplicate driving licences, handicap pension schemes, domicile certificates, issuance of the delayed birth order, Lalo Dora certificates etc.

The AAP government will hire a private agency to implement the decision. According to the plan, Mobile Sahayak (facilitators) will be hired through the agency that would set up call centres. The Mobile Sahayak will be equipped with all necessary machines such as biometric devices and camera. For home delivery services, the applicant will be charged a nominal fee.

"So, if a person wanted to apply for driving licence, he or she would have to call a designated call centre and give the details. Thereafter, the agency would assign a 'Mobile Sahayak', who would visit the applicant's residence and get the required details and documents," he further added.

According to previous figures, approximately 25 lakh transactions of these 40 services are held every year. Each transaction takes around four visits to the office concerned by the applicant. In the second phase, 30-35 more services would be added to the scheme every consecutive 30 days.

Eased out

  • The Mobile Sahayak will be equipped with all necessary machines such as biometric devices and camera. For home delivery services, the applicant will be charged a nominal fee.
  • Some services offered are caste certificates, income certificates, driving licences, handicap pension schemes, etc.
