AAP fumes about no hike in Central grant for Capital

The Centre has allocated Rs 758 crore for the Capital in the 2017-18 Budget, which is the same as last year. Slamming the government, Deputy Chief Minister and Finance Minister Manish Sisodia said: “Not a single rupee has been enhanced for Delhi in the Budget 2017-18.”

The Central grant includes Rs 5 crore towards the Disaster Response Fund. 

Sisodia further pointed out that Delhi’s share in central taxes has again not been increased. The Capital’s share has remained stagnant at Rs 325 crore since 2001-2002. The Minister said Delhi deserved its legitimate share in the central taxes to finance various developmental projects. 

“We have requested the Government of India a number of times to enhance the allocation to at least Rs 5,000 crore. The budget of the National Capital Territory (NCT) of Delhi has increased from Rs 8,739 crore in 2001-02 to Rs 46,600 crore in 2016-17, but the share in central taxes has remained frozen at Rs 325 crore since 2001-02,” he added.

Sisodia further said the central government provides basic and performance grants to local bodies in all states but the local bodies in Delhi do not get any support although “we provide 10.5 per cent of our annual tax collection to the local bodies”.

He also said that Delhi has already paid nearly Rs 96 crore as enhanced compensation to 1984 riot victims in the current year. In the Union Budget, however, an amount of Rs 75 crore in the current year Revised Estimate and Rs 15 crore in the next year Budget Estimate has been proposed for reimbursement to the Delhi government.

Metro

Union Finance Minister Arun Jaitley on Wednesday announced that a new policy is being finalised to focus on Metro rail projects. “A new Metro Rail Act will be enacted by rationalising the existing laws. This will facilitate greater private participation and investment in construction and operation,” he said. The Union minister allocated Rs 7,606.90 crore for Delhi Metro Rail Corporation (DMRC) for 2017-18, out of a total of Rs 11,989.33 crore allotted for all Metro projects. Last year, Metro was allocated Rs 5,579 crore in the Union Budget for its ongoing projects, including the Phase III expansion.

Police

At Rs 6,378.18 crore, the Delhi Police, which comes under the Ministry of Home Affairs (MHA), was allotted Rs 434.44 crore more in this budget. The force was allocated Rs 5,913.74 crore in the last fiscal year. This year, the central government also allocated Rs 28.90 crore for the Nirbhaya Fund, which is around 98 per cent more compared to the last fiscal year’s budget, which was Rs 3.40 crore.
