Claiming "higher discrepancies" between resources available and the learning outcomes, the Praja foundation report titled 'State of Public (School) Education in Delhi- 2017' on Thursday said that "there is no constraint on available resources".

"In terms of the infrastructure available, teacher quality and budget allocation, there is no constraint on available resources. The corporation is faring well on the student-teacher ratio, the quality of teachers is above average and the budget estimate has been set by the state government at Rs 49,740 per child," the report said.

According to Right to Education (RTE) rules, primary schools must have a student-teacher ratio of 30. The Municipal Corporation of Delhi (MCD) schools, on the contrary, had a much higher student-teacher ratio from 2014-15 to 2016-17.

However, in terms of quality of teaching, 63 per cent of state government and 55 per cent of MCD schools show an average level of teacher quality. "On an average, teachers from 55 per cent MCD schools reported having a medium level of teaching quality based on the various parameters under SSEF whereas 34 per cent reported having a high quality of teaching. For state government schools 63 per cent schools reported medium teacher quality," the report said.

Fifty six per cent private schools reported having medium teaching quality levels whereas 30 per cent schools reported high teacher quality.
