COA announces October 22 as election date for BCCI

The Committee of Administrators (COA), following advice of Amicus Curiae PS Narasimha, has finally announced the election schedule for the Board of Control for Cricket in India (BCCI) as well as state cricket associations on Tuesday.

This has come at a point when Supreme Court judges have gone on summer vacation and some of the state associations have yet to be heard on contentious issues like former players' membership along with the status of the already-held elections after 2016 verdict.

The COA, led by Vinod Rai, was appointed by the SC in January 2017 to oversee the implementation of reforms recommended by Justice Lodha panel. The announcement by COA on Tuesday was expected to bring an end to the confrontation between an ad-hoc body of acting president (CK Khanna) and acting secretary (Amitabh Choudhary), but instead has added to the prevailing confusion after some contentious issues are still pending in the apex court.

It must be mentioned here that under the directions of Hon'ble SC in March 2019, the Amicus Curiae was supposed to mediate with all state associations and the three-members of COA – Diana Edulji and Lt General Ravi Thodge being the other two – to reach a consensus over 80 pending appeals before the court. But DNA has reliably learnt that at least four state associations, if not more, have not been consulted by the Amicus.

The issue of elections in the state associations like Delhi (DDCA) and Punjab (PCA), for example, has also not been addressed where elections were held after implementation of Justice Lodha reforms after 2016.

"Do the COA or Amicus have powers to force state associations to go for another election after just a year in office when the official tenure is of three years?" asked a state member, adding: "With our applications still pending before the SC bench, can an election be held as per the law?"

The members also questioned the intention of COA whether an attempt has been made to keep certain state associations out of the electoral process.

However, the Amicus has agreed to recommend one major concession to the apex court regarding increase in the number of apex council members. It has now been decided to increase the apex council strength from Justice Lodha panel recommended "nine" to 19 (16 elected and three nominated).

As per the schedule released on Tuesday, the election process will take off on June 30 with the appointment of electoral officer by BCCI. The state associations are also required to appoint electoral officers by July 1. The completion of preparation of the list of members, election protocol and electoral roll of the states should be over by August 14.

The elections of the state associations will be completed on September 14.

This will be followed by names of representatives of the state cricket associations to the BCCI by September 23. The preparation of the electoral roll of nominees qualified for the BCCI elections will be done on September 30. And finally, the elections of BCCI will be done on October 22.

BCCI ELECTIONS SCHEDULE

  • June 30: Appointment of Electoral Officer by BCCI and preparation of the electoral protocol by the Electoral Officer of BCCI in consultation with the COA which shall be communicated to all the State Associations
     
  • July 1: Appointment of Electoral Officer by State Associations
     
  • August 14: Completion of preparation of the list of members, election protocol and electoral roll of the State Associations by the Electoral Officer of the State Association
     
  • September 14: Completion of Elections of State Associations.
     
  • September 23: Sending of names of representatives of State Associations to BCCI.
     
  • September 30: Preparation of the electoral roll of nominees qualified for the BCCI elections.
     
  • October 22: BCCI elections
