No wrongdoing in spectrum allotment, says Department of Telecommunications

The telecom department on Wednesday said no wrongdoing has been done to allot microwave spectrum, as the auction route is not for backhaul spectrum which is essential for maintaining connectivity.

“Supreme Court’s 2012 order was on access spectrum and not for backhaul spectrum, and even before and after the verdict, airwaves were allocated administratively,” Union telecom minister Manoj Sinha said. 

Telecom Regulatory Authority of India (Trai) had recommended the same and accordingly the Department of Telecommunications (DoT) notified a policy in 2015.

He said there is no proposal to scrap this policy as it has enough safeguards that allow telecom service providers to pay from the date of acquiring spectrum. “The department has duly replied to CAG, which has also clarified that there was no loss.”. 

The entire process, according to him, was transparent, and valid applicants were provided with the information on the website, and only two operators had applied and were subsequently provided with backhaul spectrum.

The government would get an additional payment of Rs 74,446 crore with the new norm which was conceived after due considerations on net worth value by the inter-ministerial group (IMG), Telecom Commission, and the Cabinet. It will be an income of Rs 3,65,357.30 crore for the proposed 16 years compared with Rs 2,90,951.22 crore for 10 years for the government.

In September 2017, the Telecom Commission had extended the deferred spectrum payment to 16 years.
