State government utility Gujarat Urja Vikas Nigam Limited (GUVNL) purchased power worth more than Rs17,500 crore from private power companies in the last two years, the government revealed in the assembly on Wednesday.

Energy minister Saurabh Patel said in a written reply in the assembly that GUVNL purchased 31,805 Million Units (MUs) of electricity from five private sector power generation companies at an average price of Rs2.85 per unit in 2016, and 27,884 MUs at an average of Rs2.80 per unit in 2017.

GUVNL spent Rs9,064.4 crore for purchasing power from the private players in 2016, and Rs7,807.5 crore in 2017, i.e. in excess of Rs16,871 crore in the two years.

Additionally, GUVNL paid Rs400 crore and Rs312 crore to CLP India towards fixed cost in 2016 and 2017 respectively. The reply said that the amount was paid to CLP under the power purchase agreement.

Information tabled in the assembly showed that in 2016, GUVNL bought 13,360 MUs of power from Adani Power, which was the highest among the five companies. The power was bought at an average of Rs2.87 per unit.

In 2017, highest quantity of electricity was purchased from Coastal Gujarat Power (Tata Power), which supplied 11,684 MUs at Rs2.33 per unit.

GUVNL has signed 25-year Power Purchase Agreements with companies such as Adani, Tata, and Essar. The minister said in the reply that electricity is purchased from the companies in accordance with the Merit Order, i.e. the cheapest available power is purchased first, and so on.

POWER GENERATION BY GOVT UNITS RISES

Power generation by power plants owned by the state government rose by close to 25% in 2017, the assembly was informed today.

Energy minister Saurabh Patel said in a written reply in the House that power generation by power projects owned by Gujarat State Electricity Corporation Limited (GSECL) went up from 15,162 Million Units (MUs) in 2016 to 18,935 MUs in 2017.

However, electricity generation by state government owned Independent Power Producers such as Gujarat State Energy Generation, Gujarat Industries Power Company, Gujarat Mineral Development Corporation, Gujarat Pipavav Power Company and Bhavnagar Energy Company declined by 5% from 4,889 MUs to 4,666 MUs.
