BMC, that recently received 12 out of 15 marks, highest in the Asia region for quality of Development Control Regulation
The Brihanmumbai Municipal Corporation (BMC), in its attempt to improve ease of doing business, has set an ambitious target to achieve 50th rank by 2019 from the present level of 181 in the category of granting construction permits, provide Intimation of Disapproval (IoD) in 29 days from 128 days and commencement certificate in 30 days. In case of delays, the concerned civic body staff will be entitled for penalty envisaged in the Maharashtra Right to Services Act 2015.

Against the backdrop of recent cases of building crash in Greater Mumbai, BMC hopes to get 1 mark in ease of doing business by holding professionals including architect, license surveyor, structural engineer, site supervisor, site engineers and construction company liable for structural flaws or defects in the building for period of 10 years. Professionals and the construction company will now be required to take professional liability insurance to cover any defect for a decennial period which will give further 1 mark.
In its presentation to the World Bank team and senior officers from the union ministry of housing held on February 22 here in Mumbai, BMC expects one mark for risk based inspections carried out during construction based on the risk category of the building in all regards to quality of regulation. ''BMC will get 15 out of 15 marks in World Bank Doing Business 2019 in this regard,'' the officer said.
Speaking to DNA, the officer said,'' All concern departments are integrated with Single Window Clearance System (SWCS). After filling the common application form (CAF), attachment of required documents and payments application directly moves to concern official's console. Entire permitting process has been reduced to 8 processes and all approvals of construction life cycle are granted within 60 days. Permit fee calculation and payments happen online through payment gateway all are completely integrated with the single window clearance system. The single digitally signed certificate is now issued for occupancy and building completion,'' he said. Further, as per 2015 Government notification 90% concession is provided in development charges for warehouse construction which brought down the cost of Construction permit of warehouses to Rs 3.86 lakh.
BMC through "One MCGM" portal application has brought information of 22 departments under one application. Shortly, this information will be further extended to citizen also. BMC has integrated GIS with Single Window Clearance System with GIS. information required for construction permit directly sync in the application.
