Centre plans darknet-based cyber monitoring network

As part of its efforts to strengthen cyberspace in India, the Union Ministry of IT and Electronics plans to set up a darknet/network telescope-based cyber security monitoring and interference framework in Bengaluru.

This will enable the government to track malicious activity on the internet and warn about possible cyber attacks.

This is one of the many proposals which have been placed for an approval before the Working Group for Cyber Security under the ministry. All these proposals would entail an investment of Rs 40-50 crore.

The plan is to set up multiple research and development centres across the country for cybersecurity projects, according to a senior official from the ministry.

A malware detection framework, a solution for predicting multistage attacks using machine learning, video forensic tools, a design for objectionable video content detection using video analytics are some of the R&D projects being planned to cover strengthen all aspects of cyber security, the official told DNA Money.

The darknet framework will capture and analyse data. This will also include development of a database and navigation-cum-visualisation framework for darknet data. The malware detection framework will enable creation of a fully automated malware analysis system that can perform static and dynamic analysis of the malware. All these projects, once approved, are likely to be completed in 3-5 years, the official said.

According to the latest numbers, over 53 ,000 cyber security incidents like phishing, website intrusions and defacements, virus and ransomware attacks were observed in the country during 2017. "As per the information reported to and tracked by Indian Computer Emergency Response Team (CERT- In ), a total number of 44,679, 49,455, 50,362 and 53 ,081 cyber security incidents were observed during the year 2014, 2015, 2016 and 2017, respectively," minister of IT and electronics Ravi Shankar Prasad had said in a reply to a Rajya Sabha question earlier this month.

The types of cyber security incidents included phishing, scanning/probing, website intrusions and defacements, virus/malicious code, ransomware and denial of service attacks, etc. "With the proliferation and vast expansion of Information Technology and related services, there is a rise in instances of cyber crimes including financial frauds, using bank cards and e-wallets in the country like elsewhere in the world," he had said.

The government will soon set up seven new centres of excellence, including one in Chennai for fintech and in Bhubaneshwar for augmented reality.

Last week in a state IT ministers conclave, Prasad asked all the states to strengthen their measures for cyber security. Sources present in the meeting said about 40% cyber attacks, including ransomware, phishing and other related attacks are targeted at financial institutions and banks. It is estimated that out of 2.3 billion online transactions, about 0.15 billion were breached. This includes financial as well as other internet related interactions.
