Ayushman Bharat: PM Modi likely to announce pilot projects in six states on Independence Day

Prime Minister Narendra Modi will announce pilot projects of Ayushman Bharat in select district hospitals across six states of the country on the occasion of Independence Day on Wednesday. The full roll-out of the scheme is expected to be announced from September 25 onwards. According to media reports, for now at least six states are on board to launch the project. They are Chhattisgarh, Manipur,  Haryana , West Bengal and Andhra Pradesh.  Reports suggest that the ambitious health insurance scheme is may get a name change and will be called Pradhan Mantri Jan Arogya Abhiyan (PRAJAA).

Ayushman Bharat, also refered to as 'Modicare', is the national healthcare policy launched by the Government of India in February this year. The ambitious healthcare policy promises to cover over 10 crore poor and vulnerable families (approximately 50 crore beneficiaries) providing coverage up to Rs 5 lakh per family per year for secondary and tertiary care hospitalisation.

Benefits of the scheme are portable across the country and a beneficiary covered under the scheme will be allowed to take cashless benefits from any public/private empanelled hospitals across the country The scheme is entitlement based, with the entitlement decided on the basis of deprivation criteria in the Socio-Economic and Caste Census (SECC) database. The beneficiaries can avail the facilities in both public as well asempanelled private healthcare centres. 

Many of the states onboard are looking for a hybrid model, where insurance companies bear out some of the money and rest is given by the government. Some states are looking to opt for the trust model where the states and Centre together will bear the burden. TCS is providing the technical support for the entire exercise and the government is looking to ensure that glitches which happened with GST are not repeated. 

According to reports, currently 7,700 hospitals have been enrolled in the scheme. During all India launch, the number is expected to 20,000. 28 states have signed up for the project but many have their own health welfare schemes. Some have apprehensions over the fiscal burden of this entire exercise. The government is looking to address all the issues before the national launch. For now, the pilot launch is expected to get the ball rolling.
