7th Pay Commission: Indian Railways issues clarification on grant of NFS to Grade-B officers

The Indian Railways has issued a clarification on the grant of Non-Functional Scale to Group B officers in Level-11 of Accounts department and Level-10 in the organised department of Indian railways on August 6.

The notice issued stated that various Zonal railways wanted to receive clarification on the grant of Non-Functional Scale(NFS).

Responding to the doubt posted by various Zonal railways about the date of payment of NFS to Grade B officers completing 4 years of service, Ministry of Railways clarified," The date of effect of placement in the higher Group 'B' non functional grade will be the date when the officer becomes eligible ie when the officer completes four years of regular service in the relevant grade."

They further stated that " Officers on deputation to other departments may be granted Non-functional Scale OF level-10 notionally from 08.03.2018 while the actual benefit will accrue to them on return from deputation and joining the cadre."

Clarifying whether Grade B officers on roll include officers on deputation, the Indian Railways answered with an affirmative. 

After all queries were answered by the Indian Railways, the Grade-B officers can avail the payments recommended under the 7th Pay Commission.
