Not Lokpal, but Jokepal, Cheatpal and Jhootpal

G Sampath | Thursday, July 28, 2011

Two months ago, I had promised here that I would publicly eat my key board and upload a video of it on YouTube if the UPA government passed a non-Joke version of the Lokpal bill. I regret to say that I won't have to eat my keyboard.

The UPA bosses — especially the super-intelligent trio of Pranab, Kapil, and Chidu — must be convinced that they are ruling a country of morons. Otherwise they wouldn't dare call the garbage that the cabinet has cleared 'Lokpal Bill'.

Unless Manmohan Singh, Sonia Gandhi and the little prince with the big dimples are deaf, dumb and blind, they can't but know what the people want and the country needs — a bill that actually sends a shiver down the spine of the country's corrupt netas and babus. But what the cabinet has cleared is an anti-corruption bill that is by the corrupt, of the corrupt, and for the corrupt.

Article continues below the advertisement...

Kapil Cymbal (as Rakhi Sawant lovingly refers to the excessively articulate, grey-haired gentleman) needs to get a simple fact into his finely tuned neural network: a Lokpal Bill that leaves the PM and the CJI out, excludes MPs's actions inside Parliament (so cash-for-votes scams can safely be perpetrated), keeps CBI out of Lokpal, and gives no prosecution powers to the Lokpal, will command no credibility with anyone except the aspiring corrupt Indian.

The cabinet-approved draft is completely based on the wish list of the five ministers who were part of the joint panel comprising civil society members that was supposedly formed to draft the Lokpal Bill. All the suggestions of Team Anna — the Bhushans, Arvind Kejriwal, Santosh Hegde, and of course, Anna Hazare — have been binned. What the cabinet-approved draft makes clear is that the entire exercise of making a joint panel with Team Anna was just a sham — a short-term manoeuvre to make the old man quit his fast. The UPA government never had any intention of passing a non-joke version of the Lokpal Bill. This is further confirmed by their refusal to table Team Anna's draft also in the Parliament, along with their own bogus version.

Well! What were you thinking? How can a party whose core competency is scam-generation produce a bill that will actually stymie corruption? The muck of the 2G scam has now spread to the entire cabinet, including the PM. And it is this scam-tainted cabinet that seeks to give India its landmark anti-corruption legislation. This is as good as expecting the wolf to prepare a strong Sheep Protection Bill, or getting Gabbar Singh to guard the village granary, or asking a nun to edit a porn film. It's not only a waste of time, it's counter-productive.

For not only will you not get a Lokpal Bill that is worth its name, you will instead have the most corrupt government in India's history trying to claim credit for having passed a historic anti-corruption legislation. If I was Rahul Gandhi, I would either find someplace safe to hide my shame, or come out and explain to the people of India why they don't deserve even a half-decent Lokpal Bill.

Hey, Lokpal is the Bill for the Country and to stand united is our duty. But the fact remains that corruption has gained roots in the system be it Congress or RSS or BJP. So instead of pin pointing the Govt. by the name we should make sure that the Bill gets passed and comes into existance irrespective of the names.
Today BJP and the other parties are supporting to this bill with dual reasons. 1. to gt the bill but the other is to get the congress down in the next elections. But please someone tell me what were the BJP and the left doing when the corruption was airing during their service tenure. So please let us support the Bill irrespective of the Party.
And to the Pont stated by Rahul Gandhi in the Lok Sabha Yesterday, it holds a valid point that we cannot eradicated the corruption from the Root & to do that we need to make it a seperate Body like Election Commision.
The awakening of the country on the Lokpal Bill is very lightening and forcing the Govt to do it in a short timeframe but doing that it will still have loopholes as anything done in a hurry will always have loopholes. So we should give the Govt. some time. As appart from the scams brought into our eyes there are some good work that the Cong. Govt. had done. So we cannot pinpoint that they have not done anything Good for the country.
And another aspect we should not forget is that, seeing the Outbreak if the Govt. agrees to Anna, others will also startthe Outbreaks. Like OBC will come froward with their own Revolt Stating that they need more reservations for the OBC Category for Education, Job etc. Then what will we do. As to get admission in any college or Job the seats available for the Open category is very less. And what if Kashmir gets up and Says they want to be an independent Country. No one is giving attention to this side? But WHY. If we being the citizens do not take into consideration of the outfall this will lead to, then who will do. Today we are awake from the DEEP SLUMBER but we should not make the situation worse that another Emergence is brought into effect as the terrorism is in the Air the terrorists have already attacked MUMBAI on in July 2011. This situation will give them more space for the vengience the terrorist holds against INDIA.

So let us unite and stand with Anna, but with some caution for our own betterment.

Nothing to offend or deffend anyone. These are my Views for my country and its betterment.

What about bridges, railyway roads built by our durty political leaders which cause lot of accidents and killed many our brothers becoz corrution.
British ruling is far better than Elected gov of Inia.

WE NEED TO COME TO STREES TO PROTEST FOR JAN LOKPAL BILL.

120 cr indians believe that it will cut the corruption in high level to low level.

Whom to Elect? Every Single person standing in Election has an history of Spoiled Character.. Abstaining from election would only mean that We are Cowards and are not able to withstand the pressure of Politics, power, Corruption and all together Money... Really Speaking, We are... And why not, when the Bill of Protecting "whistle Blowers" takes so long and where people like us just talk & debate at our home, between friends or watch a video on Talk Shows.. Don't you feel we are just vomiting our feelings out here.. at-least, we are having this much courage and sense of " Apna Bharat - Our India"... others just either get Involved in this dirty gutter of Politics or just sit back at home cowardly. The analyst should consider Bad Governance as one of the factor affecting Brain Drain From India. Simple Hai, People try to oppose the Ineffective working for certain time, then either they inculcate the habit of living like dead else move far away in search of Honest and respectable Bread Butter...
Please answer this? whom should we Elect? I think we don't have options..

too much fume...sirjee! too much psemism is a sign of shining optimism. so, what do we do? give up hope of a betterment? pelt stones at the doctor coz my mother has cancer? tell myself and the family that its of no use pursuing a living-dead lady.practical eh? hope... what is it? lack of grace of life...? or the only factor which makes the world go around? "jeenay ki do hi tarikke hotay hai...! jo ho raha hai honay do" ..r just not dialogues for some. hazare's continuance of fasting shows that the bullshit form of the bill has a place to go. DUSTBIN.

I have posted a comment on 31 july but this did not appear on this web site. It have casted doubt on the sincerity ofthe Bhushans and Bedi. I think only the comments who supportthe opinion of the blogger are posted. I am of the firm opinion that semi literate like Anna and his self seving busy bodies are spoiling the atmosphere of the country. I wish to post a detailed post but now I doubt the sincerity of this whole blog. The blogger should also clarify the role and responsibility of the moderator.

Let us take a vow that this time we will ensure that all the politicians having a small tint of corruption on their name are not voted. Let all the politicians who have made more money than their life time by being a minister are not voted. And make sure that Congress Cheats are not elected next time.

A strong Lokpal bill is not expected from this government . The entire political system in this country is financed by the black money , and Loot by the contractors , builders , and Mafia. In the last 64 years of Independence not a single honest bill reforming the system has been introduced in the parliament. let us forget it

To all of us who are crying for dictatorship, please be careful about what we are wishing for. These are extra ordinary times in history which could easily determine which route the country could take in the future. Dictatorships in most countries began during such chaotic times and brought about generations of repression.

I dont understand all this fuss over a bill. Constitutionally, a bill can be passed only by the parliament. I dont understand the rationale in expecting a corrupt body come up with an anti corruption bill. Its just logically not possible. The people of India have a choice. Abstain from voting in the future elections, or just do a thorough study of the candidates and just vote for the non corrupt ones. The problem is that we have always been voting for crooks and then expecting them to somehow become saints once they enter the hallowed portals of the parliament. That's just wishful thinking. And now we are wasting time discussing about a bill that will never work.

The Government should work for the people of country. It is for the people by the people
But this is government is for Corrupted politicians, babus, ammas, didis, behanjis.
They took a oath to not listen to people of the country..Listen only to corrupted politicians wish list.
No more democracy..It’s family business now.
Since these people are involved in so many corruptions… This is their corrupt tactics to avoid prosecution.
It’s a shame these people are not leaders of the public..

We will not quit….it’s democracy.. We the people will make it happen.

Very well written article, except for the analogy "asking nun to edit pron films." It should read "like a bunch of pimps trying to manage a nunnery."

What the country needs an Indaian Spring, to be exact a spring cleaning, sweeping away all the current politicians and replacing them with a bunch of well-educated youngsters modelled after Singapore's Lee. He may not be considered a great democrat but he has made a poor colony the pinnacle of prosperity and No.1 corruption-free country year after year.

A true democrcy is one where everyone has equal opprtunity and share in the wealth of the country.

Hi Sampath,

Very well quoted in your blog.
Excellent comment on Shameless, Pathetic,Ruthless,Exploiting and stupid govt

The Upa is least bothered about the general public,as they are sure that they would comeback in power in the next election also,as they can manipulate the election results with the use programmed electronic voting machines. You mark your vote to any candidate, but the vote would actually be registered on Hand sympol. The so called democracy is a complete failure in this country.

Oh GOD Please protect us from the present Govt..!!

mr sampath has rightly echoed the views of general indian public who get cheated after every elections by these congressees and its allies since independence.india is still slave of its own elected party which formulates the laws which suit only the ruling govt and its lobbyists corporate houses making this country suffer terrorism and maoism due to rampant corruption in every sphere of life. hence throwing this govt and its allies out of power is the only option left with the people of india in next eletions.

Rather than complaining against Congress and its infamous netas... let us unite and do something constructive... let us start showing our dissent by sticking bills on our car, messages in blogs, and further ways, which you may also suggest...

Messages can be like this:
1- Shame on Government for bringing Jokepal in the name of Lokpal.
2- Dear Congress, introduce strong Lokpal to gain our vote in the next term...

There may be other suggestions as well, which I eagerly wait

Just Curious How Many of the ones who have Pro & Con views of the discussed bill have actually read either or both versions. Hysteria is no solution. Let's introspect. How many of us are honest. How many want to actually change the system. To change the system how many plan to sacrifice our luxuries. Easier said than done.

Aspire to become good teachers. Practice and then preach values to the next generations. Not to the politicians who can never ever change. You can put all 500 MPs & all the politicians in Jail. But what about the next ones who fill their positions.

How many Babus in jail can be the solutions. This is a recurring process.

Go back to basics. Idealize your teachers , great monks, spiritual leaders. Our solution lies in our Spiritualilty & Values. Let's focus on our basics. Things would change with time.

Lokpal, Jokpal or cheatpal..unless the people of this country start to come onto the streets to bring their demands to the fore, this malaise of corruption that has destroyed the true progress of this nation will only continue.
Don't expect the polity bring in these reforms of their own. Massive civic pressure will be imperative.
The time has come for the citizens of this nation to shape the future of this country.

No Political party is above CORRUPTION, Kumarswami was honest enough one can not be in politics without being corrupt. There may be a few exception to this.

BJP chanchas are making too much noise, Why can't they ask the BJP or NDA to bring about amendments if they are really sincere and above corruption.

LOOK AT KARNATAKA HOW THE SO CALLED UPRIGHT LEADER OF BJP AT THE FEET OF THE MOST HONEST CHIEF MINISTER OF KARNATAKA. I don't support Corruption in UPA, But all the same BJP is another name for corrption.

Ladies & Gentlemen,

Educated Middle Class has to take away reins of power from dynastic class that's ruling India since independence. The Ruling Elite is as corrupt as they can be. Let's Start with NEHRU he had affair with Lady Mountbatten which led to current KASHMIR issue and that's just for starters. He was a muslim who took the title of Gandhi's surname and we end having this family rule over india as their fiefdom .

Let's take a leaf from revolution happening elsewhere in the world and bring this power back to common man . Some of us may have to leave our cushy comforts -ARE YOU WILLING TO DO THAT ??????????
You will see many scams come and go and internet chat will continue with fertile minds trying vent their frustration and seek a balance.
LET US ALL THINK ABOUT A CHANGE THATS WHERE YOU WILL GET WHAT YOU WANT>

The politicians have truly realized the loopholes of the Indian political system and the dexterous trio, whose names are already mentioned above, are using it to the fullest. Seriously, lokpal seems like a bill which will check a normal man, who is already fed up with corruption, does not get corrupt so that already-corrupts keep on ruling.

The elite community is this country calls itself the civil socitey, and unfortunately they dont even represent the people. 70% of the people in india are living in villages, 20% are below poverty line, why isn't there is so much noise about passing the food security act ? the bill which affect millions immediately.
I ACTUALLY read the bill submitted by Angry Anna's team, what do they want to have ?? a Police state ??? they wish to bring in EVERY GOVT employee under the act, did anyone think that it is virtually impossible to implement such measure in one shot ?? Chankya once told chadragupta that they need to take one step first before they win an empire. SO why are we not ready to take one step towards making a dream (which is 50 yrs old) a reality. It may be weak, it may have deficiencies but we will have something. I never understood the attitude of MY WAY or HIGHWAY from team of angry anna... you dont change the way indians work in one day or through one bill.... it is the mindset what needs to change.... Each day we glorify corruption by being part of it (simple thing as by not taking receipt from local kirana store or bribing our way in to the queue).. I am really tired of such messages where people only point to problem and not be part of solution... Jaago India Jaago

I do not live in India but grew up there and know the politics well too... I have something to say...
After a period of consultation, finally this week the Cabinet in India revealed the version of the Lokpal Bill that it wishes to introduce in the Parliament. The bill, known as Jan Lokpal was introduced 1968 but failed to the upper house - Rajya Sabha. Subsequently, Lokpal bills were introduced in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and in 2008, yet they were never passed.
If the bill is to go through the both of the Houses of Parliament, it would be a historical moment.
It is nearly after 42 years after its first introduction, the Lokpal bill is still pending in India and it should be regarded as a brave step by this Government to attempt to introduce the Lokpal Bill.
The Lokpal is basically an office of ombudsman. Creation of such an institution was justified on the basis that it would not only for removing the sense of injustice from the minds of adversely affected citizens but also necessary to install public confidence in the efficiency of the administrative machinery.
In most of the democratic nations, the role of the similar institutions is to investigate and provide recommendations for weaknesses in the systems as well as alerting the prosecution services of the appropriate investigative bodies to mount formal actions.
Such bodies as the office of ombudsman, Commissions and other special committees should remain under the authority of the Parliament or the supremacy of the judiciary.
The final accountability should and must rest with the members in the Parliament that are elected by the people of the country. Creating of additional bodies with a parallel power structure would be both undemocratic and most likely to be hijacked by vested interests for settling political scores and business rivalry.
Those familiar with the unpleasant period of emergency declaration in India in between 1975 – 1977 undoubtedly would recognise the dangers of having such excessive powers in the hands of few unelected individuals to act as the judge, jury and the executioner above the elected mechanism – the Parliament.
The advocates of providing excessive powers with virtually no accountability are reluctant to face the practical ambiguities in the model. The powers they prefer to bestow on the Lokpal would require a whole new army of people with expertise in the criminal justice system. It most cases the Loakpal would end up employing and appointing the very people who are more or less responsible for the corruption in the existing system in any case. This is deduced on the fact that the corruption son endemic at both political and judicial levels that it has now touches almost every part of our daily lives.
It is not an issue of having a ‘stronger or weak bill’ – its a political interpretation, but a question of the level of power and checks and balances to curtail its potential for abuse. Without any parliamentary accountabili

As someone called 'Frustrated' said and Hemant agreed with him, the country needs a Dictator and Anna Hazare should be chosen for that. He can solve all the ethical and security, economic, poverty, environment and many other problems facing the country. Ms Bedi can be Home and defence minister, Bhushan senior can be Law Minister, Hegde as Chief Justice of India, Ramdev as Industry and Finance minister and Bhushan junior as Minister without portfolio to cover all other ares. All the congress leaders should be jailed. BJP leaders can be appointed to senior posts in the centre and states. "Bharat fir sone ki chidiya ban jayegi."

You are 100% correct. These people think that they can get away with anything and what they see are not people - a junk of meat or lowlevel, who can't understand anything. Will the whole country punish these people like what Thamil Nadu people punished the Karunanithi group? I still doubt that even the 2G people may get punishment or not. Mostly NOT. Now it goes up to PM, Sonia Maino, P.Chidambaram etc.. these people are worse than gangsters. I lost hope in India and hate to hold Indian passport soon I have to find a way to change it! However I knew by changing it I can't escape from inevitability.
