The legislative council, too, had its share of bizarre moments — from MLCs sermonising about women’s dress code to raging against holding rave parties.

On the day when assembly proceedings became infamous owing to Lakshman Savadi’s antics, the legislative council, too, had its share of bizarre moments.

It all started when the council chose to dwell upon the issue of sexual harassment in educational institutes. MLCs Bharathi Shetty and Mohan B Limbikavi pointed out recent incidents: the principal of a college in Hunsur in Mysore, exploiting a girl; the headmaster of Trio World School in Bangalore sending titillating messages to a class VII student; a physical education teacher trying to rape a class IX girl etc.

Bharathi pointed out that professor Shivabasavaiah of Mysore University, who was suspended on charges of sexually harassing a female student, was reinstated and transferred after some time; he got away with nine increments cuts.

At this point, film producer and MLC E Krishnappa interrupted them and commented that such incidents would not take place if women dress decently. Bang came Shetty’s retort: Krishnappa should first bring a decent dressing sense in his film industry.
Legislator Jaggesh then added his bit to the discussion. He said three schools are near his house and he feels sad to see the students’ dressing sense. “Today, students watch sex videos. Their parents have to be careful and should think about this,” he opined.

At this, opposition leader in the council, Motamma, too offered her inputs. She said a law should be brought to impose a decent dress code for students. She added that besides imposing modest uniform, students should be banned from using mobile phones and smoking.

Shetty shouted in protest, accusing Motamma of derailing the issue the former had raised. To this, Motamma responded by saying women should have some values. Referring to the Hunsur case wherein the principal was accused of sexually harassing a student, Motamma asked what was the victim doing in the principal’s house in the absence of his wife.

Jaggesh spoke again. He said it would be unfair to blame men as a whole for the fault of a few. JD(S) leader MC Nanaiah took the discussion to an altogether different level. He said the women squarely blame men every time cases of sexual harassment come to fore, adding that all the men should go somewhere far away. What would the fairer sex do then, he asked.

Home minister R Ashoka concluded the discussion by saying it was not possible to implement dress code in colleges. He added that the government would try to ensure that the colleges discourage indecent dressing.
