Language just got shriller and louder. Karnataka’s language policy, which is being heard by the Supreme Court, is likely to spread nation-wide.

The state’s ongoing legal battle to implement Kannada as the medium of instruction in English primary unaided schools in Karnataka is being closely watched and studied by at least five other states. Maharashtra, Gujarat, Punjab, Andhra Pradesh and Orissa are considering joining in the legal battle as impleaders to safeguard their own language policies, and ensure that their respective state languages are the mediums of instruction in primary schools.

The rationale: if the Supreme Court passes an order in favour of the schools who are seeking the right to choose the medium of instruction against Karnataka’s language policy, it would set a precedent for other states too.

As the order passed by the apex court is binding on all states, these five states have shown interest and are considering being party to the case. Chief Justice KG Balakrishnan, who is heading the Supreme Court bench, will hear the language policy issue on August 24. Before that, these five states are likely to attach their respective petitions as impleaders in the case, according to sources familiar with the situation.

Counsels for the five states have sought copies of the Karnataka High Court judgments, the special leave petition filed by the state government, and also the counter-affidavit filed by the Karnataka Unaided Schools Management Association (KUSMA) and other schools.
