After paying a surprise visit at Rajiv Gandhi University of Health Sciences (RGUHS) on Wednesday morning, an abashed SA Ramdas—state medical education minister—returned with a resolution to meet the governor and initiate criminal action against the irregularities that he witnessed on its campus.

Ramdas said: “Since 2006, there had been lot many scams reported in the university and no action has been initiated against any of the officers so far due to technical problems. The officials are misusing the RGUHS Act to shield themselves.” He also said the government would bring amendments to the Act under the guidance of the governor. He directed the Local Inquiry Committees (LICs) of the university to record their visits to affiliated colleges. “That’s because there are many complaints on colleges without infrastructure and staff,” he added.

The minister cited the example of Rural Ayurveda College in Belgaum that is running without proper facilities. As many as 38 out of its 40 students, who appeared for the university exams, have failed to clear even a single subject. Ramdas has directed the officials to relocate the students and cancel the permission granted for the college. He also pointed out complaints on irregularities in re-totalling and revaluation. University authorities are allegedly demanding ¤1 lakh for an additional mark to pass the candidates.

“Though I had directed the Tilak Nagar police to register a complaint in this regard 20 days ago, no FIR has been filed till today,” he said. Meanwhile, he announced the closure of nursing colleges which were running without university affiliation. On Wednesday, out of the 244 employees, 59 were absent. Of them, only four had applied for leave and the rest were absent without notice. When he checked the files, he found that the university illegally appointed three regular employees and their recruitment files were missing.
